As you know, our Committee Counsels and members of
your staff have been working together in the joint DCI-
SSCI review of Covert Action Reporting Procedures called
for under paragraph 10 of the agreement which was executed
by you and the former Chairman and Vice Chairman on June 6,
1984.
This review has resulted in the production of the
enclosed document, which has formally been approved by
the Committee and which we have signed. We are now trans-
mitting it for your signature.
Bill, we believe that this document will serve a
useful purpose in further illuminating the Procedures,
and that it represents a positive step in the evolution
of the relationship between the Select Committee on
Intelligence and the Executive Branch.
