The attached'inemo outlines the
terms of reference for the subject
task force. The ICS has noted to us
separately that human intelligence
assets will not be discussed. Given
the command and control guidelines
quoted on page 2, it seems CIA equities
in this process reside more in the
user arena than in the DS&T.
If you agree, how would you like
to take this one on? If I'm not
mistaken, your CRES folks are both
product and system oriented. If you
take on the job, you'll have to keep
Evan in the loop. We understand that
representatives identified to ICS thus
far are generally at the GS-15/05-06 level.
