Vine Dir.-Gen., Atlantic Institute, Paris August 30, 1 ANNOUNCEMENT OF IMDI NOVEMBER 5-6 NATIONAL SECURITY/DEFENSE MEETINGS TO: IMDI BOARD/COUNCIL MEMBERS and FOWLER-McCRACKEN COMMISSION MEMBERS The Fowler-McCracken Commission Policy Committee on National Security is giving urgent priority to the theme of our November discussions - namely, addressing industrial competitiveness as a key to strengthened national security. Please note from the enclosed agenda that our 1986 National Security Forecast will be divided into two days of discussions, each targeted on issues we are advised by IMDI Associates to be of critical concern. The November 5 Washington Policy Session will be a stellar occasion - as we take a macro look at both the most dangerous national security risks and greatest opportunities we face in the international marketplace. The November 6 Defense Committee Workshop will focus on the micro issues of export controls and licensing procedures. The impact that these procedures have had on business competitiveness, specifically through the Export Administration Act, is addressed in the enclosed papers by IMDI's James R.
