SUBJECT: Optical Disc Storage and Retrieval
REFERENCE: Comptroller Memorandum of 15 February 1985 on Proposed New
Initiatives for 1987
1. As a followup to the referenced memorandum, I have asked the Office
of Management, Planning, and Services/DDI to head an interdirectorate group to
look at the Agency-wide applicability of optical disc storage and retrieval
technology. The purpose of the undertaking is to help determine the extent to
which the Agency will underwrite development in this area. I am asking that
each Directorate supply one person to form the core group; other specialists
will be added as necessary.
2. The group should be prepared to brief the Information Systems Board
regarding preliminary progress no later than 5 April 1985 and to give me a
detailed report of their findings and recommendations by June. The group's
report and the briefing for the Board should concentrate on:
-- a brief overview of optical disc storage technology--what it is
and what it can and cannot do at what cost;
-- an assessment of the different classes of data storage and
retrieval problems at the Agency--including volume, importance,
need for changing the data, longevity, and space consumed by data
of each class; and
-- a comparison of the various data storage and retrieval
technologies available today and an analysis of where future
technology is going.

SUBJECT: Proposed New Initiatives for 1987"
1. We have completed our review of the new initiatives proposed for
1987. At our meeting on 12 February, it was generally agreed that resources
allocated for new initiatives in 1987 should be limited to and
that task forces should be created to work to4ard'a coordinated approach on
several issues-that span directorates. Although our agreed strategy
requires some difficult choices early in the process, it should make
formulation of our 1987 budget go much more smoothly than in past years.
2. We have examined our earlier recommendations on the new initiatives
in light of concerns expressed at the meeting, and in a few cases, have
modified the original recommendation. r d in the attached tables,
our recommended funding level now totals We recognize that
your April submissions may differ in substance from these latest
recommendations, but we believe that the overall funding levels are
appropriate.
3. A number of issues were raised during the meeting on which further
action is required or decisions were reached:
-- Scientific Computing. Although the need for a scientific
computing capability in the Agency is apparent, numerous
questions remain to be resolved before we can include such a
proposal in our 1987 Program. The DDI, DDSf,T, and the DDA
should collaborate in examining this issue and make
recommendations for acquiring a scientific computing
capability. The DDI will take the lead in organizing this
effort.

Optical Disc Storage/Retrieval (BIOSTAR). This technology has
broad Agency applications and should be considered for
cross-directorate funding. The DDI will form an
interdirectorate group to determine how to proceed with this
development. Recommendations will be considered during the
review of on-going initiatives.
-- CAMS IDM. This initiative will be reconsidered as a possible
change-in the CAMS on-going initiative. The DDA, in
coordination with COMIREX/DDI/DDS$T, should determine the
substantive impact of deferring this initiative to 1988.
4. Special task forces will be formed to address cross-directorate
issues involving workstations, counterterrorism, and counterintelligence.
The DDA will head an interdirectorate group to examine directorate plans for
acquiring workstations, and the relationship of these plans to the Network
Enhancement and Workstation (NEWS) initiative. The goal here should be to
minimize the potential for redundant investment in workstations and
