Also, section 102(d)(3) of the National Security Act provides that the Director of Central Intelligence is responsible for the protection of the Agency's sources and methods. In view of these-two acts, it would be inappropriate for the Agency to provide the. information requested in referenced memorandum. Casey Director Central Intelligence Agency Washington, DC 20505 DDV _ t.Y1 Ago- N -0 Dear Mr. Casey: The impact of the acquisition and management of microcomputer technology is a major concern. 0MB and other estimates predict that as many as 500,000 microcomputers may be purchased by Government by 1990. Central and line agencies will require microcomputer acquisition information for several years, until the growth curve stabilizes. Last year Federal agencies cooperated with GSA in surveying their FY 1983 microcomputer acquisitions. The survey indicated that large amounts of microcomputers are entering Government though not at the pace that had been projected. About 8,000 units costing nearly $35 million were reported in the FY 1983 survey. Agencies are requested to submit their FY 1984 microcomputer procurement data in the same format and using the same methods as FY 1983, as follows: vendor name, make and model designation of microcomputers with a purchase price of $10,000 per unit or less, total quantity, and total purchase price. (Leased equipment and special purpose equipment that is excluded from the definition of ADPE in Section 101-35.202 (b) of FPMR Temporary Regulation F-500 should not be reported). The suggested format for this information is as follows: Total Total Purchase Vendor Make and Model Quantity Price Retail Inc. Brand 12 A 5 00 Brand Inc. Brand 123A 50 250,000 Brand Inc. Brand 123X 50 500,000 Do not report "GSA" as a Vendor. The Vendor is the business that sold the units to your agency whether a retailer, wholesaler or manufacturer. Please report the brand name of the units as Make. Approved For Release 2009/08/17: CIA-RDP87M00539R000901160027-3 Approved For Release 2009/08/17: CIA-RDP87M00539R000901160027-3 The definition of a microcomputer for reporting purposes is as follows: Any microprocessor based work station capable of independent use--including standalone and networked "personal computers", "professional computers", "intelligent terminals", word processors, and other similar devices--costing less than $10,000 per unit, but excluding peripherals and separately purchased software. For reporting convenience agencies need not distinguish as to keyboards, view screens, internal disk drives, internal modems, internally added options (such as "cards" that add memory), manual input devices such as "mice" and pads, and "bundled" software. This means units usually may be reported in whatever configuration they were purchased. If the prices of microcomputers in a system are not separately identifiable, report either an informed estimate or, as a last resort, the average price per workstation of the entire system. Agencies should not report peripherals and shared devices such as printers, copiers, protocol converters, archival memories, external modems, other interface devices and cabling for networks. Do not report leased equipment. Do not report items costing over $10,000.
