The discussion will take place at 5:00 p.m. in the White House Situation Room. The agenda for the meeting is as follows: (1) Prospects for Negotiations (McFarlane - 10 minutes) (2) Discussion of Pre-negotiation Posture (10 minutes) (3) Trades and Trade-off Frameworks (Howe - 10 minutes) (4) Discussion of Trades & Frameworks (30 minutes) The President has indicated that he does not believe it wise to offer preemptive concessions to prompt the Soviet Union to return to those talks they have left. Nevertheless, he desires that we be prepared to do business when they return on the issues of trade-offs and frameworks for such trade-offs. In preparation for the meeting, invitees should review the latest version of the Interagency Group paper on trade-offs and should be familiar with trade-off frameworks such as those discussed during the Wye Plantation conference. The meeting will focus on illuminating agreements and differences on our posture prior to the resumption of negotiations and on our approach to trade-offs once negotiations resume. Distribution: K.
