SUBJECT: Background Information
1. This "fast-track" memorandum is for your information. (OUO)
2. I learned on Saturday that a meeting of the Senior Arms Control
Policy Group would occur today at 1700 hours to discuss START. A copy is
attached of the announcement. We were left off the distribution list, by
error I am told. (S)
3. Of particular note, given the private meeting last Friday about
US-Soviet relations, is paragraph two--in which the President's views are
recorded. If I had known about this meeting and known of the President's
views, I would have told you last Friday in the pre-brief downtown at 1:30 in
your office. (S)

MEMORANDUM FOR SENIOR ARMS CONTROL POLICY GROUP
Senior Group meeting on START
On Monday, March 5, we will hold another meeting of the Senior
Arms Control Policy Group to discuss START. The discussion will
take place at 5:00 p.m. in the White House Situation Room.
The agenda for the meeting is as follows:
(1) Prospects for Negotiations (McFarlane - 10 minutes)
(2) Discussion of Pre-negotiation Posture (10 minutes)
(3) Trades and Trade-off Frameworks (Howe - 10 minutes)
(4) Discussion of Trades & Frameworks (30 minutes)
The President has indicated that he does not believe it wise to
offer preemptive concessions to prompt the Soviet Union to return
to those talks they have left. Nevertheless, he desires that we
be prepared to do business when they return on the issues of
trade-offs and frameworks for such trade-offs.
In preparation for the meeting, invitees should review the latest
version of the Interagency Group paper on trade-offs and should be
familiar with trade-off frameworks such as those discussed during
the Wye Plantation conference. The meeting will focus on
illuminating agreements and differences on our posture prior to
the resumption of negotiations and on our approach to trade-offs
once negotiations resume.
