Dear Curt:
I read with interest the proposals contained in your
memorandum forwarded on 23 August. I have taken the liberty of
sharing your thoughts with several members of my staff who deal
intimately with the Central American issue. As you are aware,
I am constantly working with my staff to monitor our progress
and the options open to us. I found your proposals to be
intriguing and in some respects quite similar to my thinking.
I appreciated receiving your views and will keep them in mind
during my ongoing discussions.
