This memorandum assigns responsibilities for the
preparation of briefing materials for Secretary Baker in
connection with his trip to Peru for the Inauguration of
President-elect Garcia, July 28, 1985.

1. TALKING POINTS/BRIEFING PAPERS FOR SECRETARY'S BAKER'S
MEETINGS
Briefing papers should be prepared for every meeting
Secretary Baker will have with foreign officials. Each paper should
be no more than three pages in length including the talking points
and should be prepared on the Department of State black briefing
paper (see attached sample).
Briefing papers should be drafted by ARA, with clearances
as appropriate, and submitted under cover of a Platt-McFarlane
memorandum. The NSC staff will forward papers to Secretary Baker.
At present, briefing papers will be required for the following
meetings:

President Garcia
ARGENTINA
President Alfonsin
COLOMBIA
President Betancur
URUGUAY
President Sanguinetti
VENEZUELA
President Lusinchi
Briefing papers should also be prepared for other meetings
which may be scheduled subsequently. S/S-S will notify the
appropriate offices if additional papers are required.
All briefing papers are due in S/S-S by COB July 12.

July 9, at 11:30 a.m.-12:30 p.m. in Room 208, the Old Executive
Office Building, to develop actions that can be taken regarding
the debt issue prior to the inauguration of President-elect
Garcia on July 28, 1985. Please telephone Jacqueline Tillman's
office at 395-5830 to indicate who will attend from your agency
and please certify clearances to the NSC Security Office at
395-5127. Representation from both economic and Latin America
regional offices is desirable. (C)
