It came to me with a note from the DDCI that "Next week we'll go organized!" I suppose that means the action plan goes into play. It seems to me there is a need for some drastic steps. We seem to have been deluding ourselves in a number of respects, notably that the increased number of female case officers would not increase the attrition rate. This, together with falling behind in meeting recruitment targets, can have serious effects over a few years. I can't believe that we cannot recruit more than for two classes in a row. There has to be some deficiency somewhere, either in performance or in failing to adapt standards and targets to perceive reality. William J.
