Casey Director of Central Intelligence Central Intelligence Agency Washington, DC 20505 Excct:iv3 F;cjistry Dear Mr. Casey: The Civil Service Reform Act and the First Amendment to the United States Constitution provide clear protection to federal workers who disclose wrongdoing within an agency. Yet, I have heard of a number of cases of reprisals against whistleblowers by supervisors who claim to be unaware of the protections provided to employees. Virtually all agencies have programs to train new managers. The Subcommittee on Civil Service is interested in learning what your agency does to train managers to deal with employees who make embarrassing disclosures about their agencies. We would appreciate a brief description of whether and how this topic is integrated into management training and copies of any materials used in management training courses that deal with this issue.
