Casey Director, Central Intelligence Agency Washington, D.C. 20505 Attention: Director, Office of Legislative Liaison Dear Mr. Casey: The Chairman, House Judiciary Committee, by enclosed letter dated September 12, 1985, has requested that we supply him with additional information relative to our June 28, 1985, report Nazis and Axis Collaborators Were Used To Further U.S. Anti- Communist Objectives In Europe--Some Immigrated To The United States, GAO/GGD-85-66. Specifically, he would like to obtain all notes, documents, reports of interviews, memoranda, and an inventory of all documents of agencies examined or consulted so that the committee could be more informed. We are informing the committee that CIA maintains a com- plete inventory of all documents furnished GAO and that such documents, including excerpts, are classified. A memorandum of understanding between CIA and GAO precludes GAO from making these documents available to anyone outside of GAO. Therefore, we are suggesting that the committee deal directly with CIA on the matter. This project is being managed by Mr. John Tipton of our General Government Division. I would be grateful if you would forward me your general comments and views on the substance of the report as it pertains to your Agency. Please include detailed information of those incidents cited in the report involving CIA personnel, as well as an assessment of the necessity, justification and ultimate resolu- tion of each of these incidents. In addition, I would like to be informed of the specifics of any uses made by CIA of the "100 Numbers" in the admission of alleged Nazi war criminals into the United States. MAZ Subco ittee on Immigration, Refug , and International Law ha i an DCI EXEC REG L?277-~ Approved For Release 2009/09/10: CIA-RDP87M00539R002203600001-5 Approved For Release 2009/09/10: CIA-RDP87M00539R002203600001-5 REPORT BY THE Comptroller General OF THE UNITED STATES Nazis And Axis Collaborators Were Used To Further U.S. Anti-Communist Objectives In Europe--Some Immigrated To The United States The Chairman, House Committee on the Judiciary, requested GAO to inquire (1) whether there were any U.S. government programs to help Nazi war criminals and Axis collaborators immigrate to the United States and to conceal their backgrounds and (2) whether U.S. agencies worked with and protected Klaus Barbie,former Gestapo chief in Lyon, France. GAO did not find evidence of any U.S. agency program to aid Nazis or Axis collaborators to immigrate to the United States. However, GAO did identify five Nazis or Axis collaborators with undesirable or questionable backgrounds who received some individual assistance in their U.S. immigrations. Two of them were subse- quently protected from investigation. GAO cannot be sure that it obtained all relevant information or identified all Nazis or Axis col- laborators whom U.S. agencies helped to immigrate. With respect to U.S. agencies' in- volvement with Klaus Barbie, GAO did not find any discrepancies between what it found and the Department of Justice's 1983 report which stated that Barbie had been employed and protected by a U.S. intelligence agency.
