By design, it summarizes the range of problems confronting this country in achieving acceptable security for our diplomatic facilities and personnel overseas, but restricts specific recommendations to the critical areas of potential large-scale loss of life due to terrorist attack. It is anticipated that the final report will include specific recommendations for short and long-term actions which must be undertaken. The Panel would appreciate your comments on any of the issues raised in the report. To facilitate the compilation and analysis of the anticipated responses, we would appreciate your comments by March 8, 1985. My staff may be contacted at 653-8533.
