Dear Mr. Caulfield:
Thank you for inviting CIA Director William J. Casey to speak at the
Government Research Corporation's U.S. Foreign Investment Policy Forum on
Monday, 6 May, at the Executive Office Building.
Mr. Casey has asked me to send his regrets. Due to his sensitive
position, he does not normally address audiences which include foreign
nationals.
We wish you a successful meeting.
Sincerely,

Dear Mr. Casey:
85- 941
Each year, since 1981, on behalf of the leadership of the foreign investment
community, the Government Research Corporation has organized a three-day
program in early May called the U.S. Foreign Investment Policy Forum. The
Forum is a continuation of a program started by President Lyndon Johnson in 1967
to provide those controlling foreign debt and equity investments in the United
States with insights into our public policy environment. This year the Fifth An-
nual Meeting of the Forum will be held in Washington, May 5-8, 1985.
Delegates to these programs (between 80 and 100) are senior executives
from overseas banks, insurance companies, and investment houses who are respon-
sible for pension funds and very substantial debt and equity investments in the
United States (in the range of $250 billion). Over the past four-years, this pro-
gram has greatly enhanced the confidence of this group in our government offi-
cials and our national policies. (Lists of previous participants and past programs
are attached for your review.)
Because of heightened concern among this group in U.S. foreign policy and
national security matters, we would be honored if you could join our program this
year to address those concerns. Typically we ask only for 10 to 15 minutes of
remarks by our speakers, with greater opportunity for questions and answers and
exchange of views with the Delegates.
Although it is often difficult to make commitments this far in advance, if
your schedule currently permits your participation on Monday morning, May 6, we
would appreciate confirmation at your earliest convenience. If an alternative
