We are very pleased that you will be participating as
keynote luncheon speaker at our October 14 conference
on "Terrorism and Industry: Threat and'-Responses." I am
enclosing an agenda for your review as well as a partial
list of participants. As we get closer to the conference
date, I will send you a more complete list.
The conference will be held in the International Club
Building, 1800 K Street, in the Wadsworth Room on level
Bl. It is most convenient to enter through the Inter-
national Club on 18th Street then walk down the one flight
to the B1 level. You should plan to arrive at 11:45 a.m.
as the luncheon begins at 12:00.
Dr. Yonah Alexander and I are mainly responsible for the
content of the program but the management is being
handled by Stanford Research Institute (SRI).

In the wake of growing concern surrounding the vulnerability of the
United States to terrorist activities, the Strategic Studies Center of SRI
International is offering industry the opportunity to participate in an
important forum on this subject.
Terrorist activity is expected to grow in intensity in the coming
years and indeed will likely increase in incidence in the United States.
Countermeasures taken by industry now could mitigate possible damage to our
nation and conceivably act as a deterrent. The planned seminar is designed
to provide senior executives with information appropriate to such counter-
measures planning.
This one-day seminar will be held in Washington, D.C., on Monday,
October 14, 1985, at The International Club. Attendance will be limited to
125 participants. Enclosed is an agenda. We hope that you will be able to
participate in this most significant and timely event and look forward to
your response by completing the enclosed registration form.

The conference panels are organized to provide the attendees an opportunity
for dialogue with senior U.S. and international experts. Representatives from the
international community are from countries that have had to deal with the harsh
realities of the growing terrorist threat, (e.g., Israel, Germany, Spain, Great
Britain, and Italy). The panelists will discuss the severity of the threat and possi-
ble actions required on the part of governments and the business community to
counter that threat. The strategic implications of the threat will be addressed
from the perspective of national security and the conduct of business. Emphasis
will be placed on providing attendees with the information necessary for analysis of
trends and their implications for corporate strategic planning.

I'd like) Ito poke around and pull together some material
on terrorism a little fresher than my keynote at the'Fletcher School, including
some of the stuff I asked him to do on getting on the high road, some focus on
the obligation of local governments to deal with terrorists on their turf,
how well other countries can help them through legal processes and otherwise.
Salvador's response to the killing of the American Marines there is an example
of how it should be done.
