Dear Director Casey:
I am writing to invite you to participate in a symposium on combatting
terrorism in the Harvard International Review. The International Review is an
undergraduate journal o foreign a airss tT at appears six times annua y. Each
issue of the magazine is devoted to a specific topic in current world events
and contains essays by and interviews with noted experts in the field to be
examined.
As Director of the CIA, you are a natural choice for our issue on terrorism.
Incidentally, I am a resident Oyster Bay, and I was recently talking to an
acquaintance of yours, He mentioned to me that the effort to keep
terrorism out of the US is at the top of your list of priorities at the CIA.
I hope that you will be able to write a short essay (3000-5000 words) on the
problem of combatting terrorism. If that will not be possible, perhaps we could
arrange an interview either in Washington, or New York, whichever is more
convenient for you. I would like to suggest some questions that you may want to
cover in your essay, or that we may touch upon in an interview: What is the
role of the CIA in fighting international political terrorism? What is being
done to prevent terrorist attacks such as those that have plagued Western
Europe from spreading to U.S. soil? Will terrorist attacks against American
lives and property abroad likely increase or decrease in the near future? What
are some of the limitations on the use of intelligence to prevent terrorism?
What is the proper role of military force in fighting terrorism? When is
retaliation justified and what forces are available for rescue missions in
hostage situations? These are only suggestions. If you have other issues that
you would prefer to address, please feel free to do so.
If you would be interested in writing the essay, please let me know at your
earliest convenience. The deadline for articles is April 1. If you would prefer
to set up an interview, any time between now and April 12 will be fine with me.
