SUBJECT: Composition of Boards - SIS Rank Stipend
and Performance Awards
1. Action Requested: Approval is requested to designate certain SIS-5
and SIS-6 officers to serve on the Intelligence Community Staff (ICS) and
Agency Career Service Resource Boards (SRB) considering SIS-4 officers for
rank stipends and performance awards for the FY 1985 exercise.
2. Background: Senior Intelligence Service (SIS) policy requires that
SRN's consist of at least three members senior to those being considered.
Because of the limited number of SIS-5 and SIS-6 officers in the ICS and CIA
Career Services to review SIS-4 officers, it is necessary that one member be
appointed by the DDCI from outside. This practice has been used for past SIS
award cycles and has proved to be successful. I have taken the liberty of
contacting the Deputy Directors and have their individual agreements, subject
to your approval, to the makeup of their SRB's including the external members
as reflected below.
