Mr. William J. Casey, Director of Central Intelligence

Washington, D.C. 20506
Dear Mr, Casey:
Executive f;egistry
President Ronald Reagan has declared that government
financed and sponsored international terrorism financed
and sponsored international war.
Weapons which our g,o~v'~rnment sold to the government of
Saudi Arabia were found~in the store-rooms of the PLO in
Lebanon. They were used by the terrorists to destroy the
government of Lebanon.
The' Arabic word for war is jihad. All governments who
have declared a jihad aginst the United `States are our
enemies. They are arming themselves fora possible world
war.
When World War III will start, it will be started by govern-
ments that are at war with Israel and in a jihad against
'the United States.
The world's biggest arms buildup is among governments that
are in a declared war against Israel and in a jihad against
the United States.
The government of Jordan is on record that it is at war
against Israel and in a jihad against the United States
and-will use all the weapons it bought from the United
States when the shooting begins again.
Let us do what we can to save our American soldiers and
our Israeli friends from being killed by American-made
weapons!
Yours truly,
Josh Sl/. L}vf~ight, M:

h;, massive arms transactions
consummated by Arab states
during the current year exceed
all previous records -and there
seems to be no end in sight. Orders
placed since 1977 for arms to be sup-
plied by 1980 amount to $35 billion so
far, of which $24 billion has been ex-
pended by Saudi Arabia alone. Indeed,
Saudi military orders, even without .
the recent purchase of F-15's from the
United States, exceed all United
States arms sales to Israel since 1949.
The sheer volume of these trans-
actions should be a source of concern
not only to Israel. Projections indicate
that the Saudi arms orders to 1980
could supply the armies of the entire
African continent, as .well as a
majority of the NATO forces -
France, Germany, Belgium, Denmark,
Norway and the Netherlands. The
ten-fold expansion of Saudi military
capability since 1972 makes that
country, with a population of only
six million, the largest single arms
buyer in the world today.
The Arab states now have half a
million more men under arms and'
three times the artillery ,of the com-
bined NATO forces. They also have
3,000 more tanks and sev;,rai hundred
more aircraft than NATO. The East-
ern Front alone -Syria, Iraq, Jordan
and Saudi Arabia - is currently
equivalent to NATO in manpower and
tanks, and already has twice as much
artillery. And by 1980, the air power
of the Arab states will equal the com-
bined Warsaw Pact forces, constitute
double the air power of NATO and
three times that of the People's Re-
public of China. In terms of ground
forces, the Arab states have almost as
many tanks and more artillery than
The ominous question which
nous for Israel alone - is
what are they arming
discussed the ~ supply of
I arms in an address before the
General Assembly's special ses-
sion on disarmament. It is sobering
to reflect that the facts I presented
came as a surprise and created a stir.
My revelations about Saudi Arabia's
arms purchases in France - includ-
ing some of the most sophisticated
weapons in the world and the Mirage
2000 -were denied, but then re-
ports published in Egypt proved I
was not so wrong. The facts con-
trast sharply with the picture put
forth of a defenseless Saudi Arabi~-
in need of arms because it is con-
cerned with 36 antiquated MIG-19's
in the .hands of Communist-guided
Southern Yemen, planes which have
been there since approximately 1970.
From every perspective -regional,
global, economic -the figures for
Arab states arms pur-
chasesare staggering.
If the instability of
inter-Arab relationships over the past
15 years is added to their unprece-
dented obsession with the acquisition
of seemingly limitless quantities of
weapons of destruction, one cannot
escape the conclusion that the world
must be consciously deluding itself
into ignoring a situation fraught with
the gravest dangers for mankind.

.'How could ahis disaster in Iran come about?
~Oite thing is simply a question.of intelligence not
necessarily of information; that is that prior to the Ira-
riian'take over the United States government (along with
some other governments) was involved in a steady policy
of appeaseritent~towards the PLO. What do I mean by-ap-
peaserrrent? Imean they were going to give. them what
theg . panted, ,they were in the process of legitimizing
them, of explaining away their terrorist acts; not only the
government.but the media did`this. The media which

the Lebanese government to extend its au-
thority to wider areas beyond Beirut, en-
hancing its credibility and legitimacy. In
the wider arena, it may help to persuade the
Soviet Union not to encourage further Syr-
ian adventurism in Lebanon, with all its
attendant risks of escalation.
While U.S.-Israel cooperation is not a
panacea for all the ills of Lebanon, it can be
an important step in creating conditions
under which stability can be restored and
the U.S. Marines can come home.
Advantages in Jordan
King Hussein is worried that the pattern
of Syrian actions in Lebanon-promotion
of civil strife combined with direct inter-
vention-could be followed in Jordan. His
majority Palestinian population could be
encouraged and armed by the Syrians and
the Syrian-controlled PLO to rise against
the Hashemite Kingdom. Upheaval in Jor-
dan could be followed by Syrian ground
force intervention accompanied by air
attacks.
Hussein faced a similar scenario in 1970.
when he learned first-hand the value of
U.S.-Israel strategic cooperation. Circum-
stances could arise"in [he future in which
the United States would find it difficult to
inf. No other country of the region has
either the modern medical capability or the
surplus capacity to provide quality medical
care on a substantial scale. The facilities
could also be used in the event of a Mediter-.
ranean or European conflict.

provide necessary aid to Jordan, unless the
United States and Israel can work together.
The Persian Gulf
Israel provides a stable place for the pre-
positioning of U.S. equipment, ammuni-
tion, and fuel that might be required if the
Rapid Deployment Force had to be em-
ployed in defense of Persian Gulf oil. The
Gulf Arab countries are themselves reluc-
tant to provide the necessary facilities. Is-
rael is much closer than Diego Garcia
(I ,200 compared to 3,000 miles), and stocks
prepositioned in Israel could be used in
Europe as well.
Another form of Israeli support to the
U.S. armed forces would be an agreement
to use Israeli hospitals and prepositioning
sites for "folding" or temporary U.S. med-
ical equipment. In this way Israel could
provide high-quality medical care on the
large scale that would be required if a high-
intensity conflict involved U.S. forces in
The Eastern Mediterranean
Israel is a Mediterranean as well as a
Middle Eastern country and has a more
capable Air Force and Navy than either
Turkey or Greece. Its high quality ports
and airfields could provide an alternative to
other countries which might deny U.S. ac-
cess. Its Navy could, with certain improve-
ments, aid the United States in defense
against Soviet submarines, and U.S. anti-
submarine aircraft capability could be en-
hanced if American P-3C aircraft-were op-
erated uut of Israeli ai~elds.
In addition, Israel can help the United
States to protect vital air- and sea-lines of
communication. For example, American
airlift and sealift vessels could be vulner-
able to hostile action in a crisis. Former
Prime Minister Begin offered Israeli assis-
tance to defend these craft in certain
contingencies.
Overall, U S.-Isrreli cooperation can
help to counter the growing capability of
Soviet and Soviet-allied forces and pre-
serve the balance of power in a region
where threats to American interests have
grown. ~

ISRAEL: 1918 to present
In 1918, when Germany and Turkey were defeated in Worhd
Wa.r I, the Holy Land and the Sinai desert which were occupied by
Turkey, were occupied by the armies of the League of Nations. Egypt
was chosen to administer the occupied Sinai for -the League of Nationa,
-and Great Britain the Holy Land and the land east of the Jordan River
which the Turks called Palestine.
In 1923, the British government recommended to the League
of Nations that Palestine (the land east of the Jordan River) be
given to Emir Abdullah ibn-Hussein. The League of Nations rejected
this recommendation. ``Phe British government rejected the.decfsion
of the League and illegally appointed Hussein, King of. Palestine.
The British called his kingdom,"Jorda.n". Because the people did
not support Hussein, the British government paid all the expenses
for his kingdom. To protect the King from the people of Jordan.,
the British paid and trained an army.
In 1927, the British government recommended to the League
of Nations. that the Holy Land (the land west of the Jordan River..),
be made an independent nation with special relations to the Jewish
people. But the League did not aet on this recommendation.
In World War II, the League was dissolved and replaced
by the United Nations. British armies occupied the Holy Land.
In 1947, the United Nations declared that if the people who live
in the Holy Land organize their own .;government, the British armies
who occupied the land would be withdrawn.
The people of the Holy'Land immediately produced a
Constitution, named their nation Israel, and began governing
themselves. With the esta.blishment~of Israel, the .people of'the
land had a~sovereign, independent government for., the first time.
in over 2,000 years. On May 15th, 1948, the authority .of the:
United Natio?~s end Pd. ~.Phe United States, Russia and most of the
nations of the United Nations immediately recognized Israel as a
sovereign nation.
But the neighboring nations, Egypt, Iraq, Jordan, Lebanon,
Syria and xra.bia sent their armies to invade Israel, destroy the
nation,. and kill all the Israelis by "driving them into the sea!"
This invasion was denounced by the United Nations, especially
by the United States and Russia.
The Egyptian armies came out~of the Nile Valley,-crossed
the Sinai desert which was under the occupation of the' United
Nations, anal attacked Israel from the south. The illegal~King'
of Jordan led his British paid a.nd trained army across the Jordan
River and attacked Israel from the east. King Hussein~occuped
Judah, Samaria and the old city of Jerusalem: The ?7gyptian~.army
occupied the Gaza strip.
In 1949, the Israeli army stopped the invasion. Nineteen
years later, in 1967, -the Israeli army liberated Gaza and the Sinai
desert from Egyptian occupation, and liberated Jerusalem, Judah
and Samaria from the Hussein occupation.

A~ Letter :~Q the World,. from Jeru~~tem
I am not a creature from another planet, as you seem to believe. I am a Jerusalemite=-like your-
selves, aman of flesh and blood. I am a citizen of my city, an integral part of my people.
I have a few things to get off my chest. Because I am not a diplomat, I do not have to mince words.
I do not have to please you, or even persuade. you. I owe you nothing. You did not build this city; you
did not..live in it; you did not defend it when they came to destroy it. And we will be damned if we will .
let you take it away.
'T'here was a Jerusalem before there w$s a Ne~v York.' When Berlin, Moscow, London and Paris
were miasmal forest and swamp, .there was a thriving Jewish community here. It gave something to
the world which you nations have rejected ever since you established yourselves-a humane moral
code.
Here the prophets walked, their words flashing like forked liglitning. Here a people wanted noth-
irig more than to be left alone, fought off' waves of heathen would-be conquerors, bled. and died on the
battlements, hurled themselves into the flames of their burning Temple rather than surrender, and
when (wally overwhelmed by sheer numbers and led away into captivity, swore that before they for-
. gotJerusalem, they would see their tor-Rues cleave to their palates, their right arm g~ither.
For two pain filled millenia, while we were your unwelcome guests, we prayed daily to return to this
city. 'Three times a day we petitioned the Almighty; "Gather us from the four corners of the world,
.bring. us upright-to our land; return in mercy to Jerusalem, Thy city, and dwell in it as Thou
.promised."
On every Yom.IGppur and Passover we fervently voiced the hope that neat year would fwd ua in
Jerusalem. Your; inquisitions, pogroms, eapulsions, the ghettos into which you jamrned us, your
forced baptisms; your quota systems, your genteel anti-Semitism, and the final unspeakable horror,
the holocaust {and worse, your terrifying disinterest in it)-all these have not broken us. They may
have sapped what little moral strength you still possessed,' but they forged us into steel. Do you think
that you can break ua now, after all we have been through? Do you really believe that after Dachau
and Auschwitz we are frightened. by your threats of blockades and sanction? We have been to Hell
and back-a Hell of your making. What more cold you possibly have in your arsenal that could scare
us?
I have .watched this city bombarded twice by nations calling themselves civilized. In 1998, while
you looked. on apathetically, I saw women and, ch~dren blown to.smithe>?eena, this after we had
agreed to your request to internationalize the city. It. was.e deadly combination that did the job: Bri-
fish officers, Arab gunners and American-trade cannon..
. And then the savage sacking of the Old City: the wilful slaughter, the wanton destruction of every
synagogue and religious school; the desecration of Jewish cemeteries; the sale by a ghoulish govern-
ment of tomb atones for building materials, for poultry runs, army camps--=even latrines: ,
And you ne"ver said a word.
You never breathed the slightest protest when the Jordanians shut off the holiest of our holy
places, the Western Wall, in violation. of the pledges they. had made after the war-a war they waged
.incidentally, against a decision of the UN. Not!a. murmur came from you whenever the legionnaires m
their spiked hehneta.casually opened fire upon our citizens from behind the walls.
Your hearts bled when Berlin ,came under siege. You: rushed your airlift ".to save the gallant Ber- ?
liners." But.you did-not send. one ounce of food whey Jews starved in.besieged Jerusalem. You thun-
dered against the wall which the East Germans ran throug)z the middle of the German capital-but
not one peeg?out of you about that other wall, the one that tore through the heart of Jerusalem.
And when the same thing.happened:20 years later; and the Arabs unleashed a savage, unprovoked
Lombardment of the Holy City again, did any of you ,Qo anything? The only time you came to life was
when the city was at last re-united: Then you wrung your hands and spoke loftily of "justice" and the
need for the "Christian" quality of turning the other cheek.
The Eruth .is-and you know it deep inside your gum-yon would .refer the city to be destroyed
rather than have'it governed by Jews. No matter how diplomatically you?ghsase it, the age old
For the first time since the year 70 there is now complete religious. freedom for'all in Jerusalem. For
the fast time since the Romans :put the torch to the Temple everyone has equal rights. (You
preferred to have some more equal than others) We loathe the sworSi-but it waa you who forced us
to take it up. We stave peace-but we are not going back to the peace of 1ii48 as you would like us to.
We are home. It has, a lovely sound for a nation you have willed to wander over the face of the
globe. We are not Leaving. We have:redeemed the pledge made by our forefathers: Jerusalem is being
rebuilt. "Nert year"-and the year afterand after, and after, until thh end of tinne-"in Jerusalem!"

THE GOVERNT~7ENTS OF THE MIDEAST HAVE DECLARED WAR AGAINST THE U:S.A.
Jihad means wa.r !
One fundamental fact must be understood by our President, our
State a.nd Wa.r Departments, and our Senators and Congressmen:--putting
,the latest a.nd best military equipment into the hands of our enemies does
not convert them into friends. It brings wa.r closer and makes them more
confident that they can destroy us!
No government in a. jihad against the United .Mates has ever been
converted by arming it! Our President, our State and Defense Departments
know that the nations they are arming in the Mideast are in a jihad
against the United States. '
If they do .not know this, they are in a position to find out
the truth. Jihad means wa.r! The governments in a, jihad against the
iJnited States are our enemies!
These same governments are not in a jihad against Russia. They
declare publica.lly that Russia, is a friend and ally.
The present policies of the Administration of our government
a.re on a. suicidal track.
We have only one friend and ally in the Mideast. It is the
State of Israel.
The governments :in a jihad against the United States killed
our Marines. They threw our government out of Lebanon. Except for
taking the armament our government gives and sells them, they show no
signs of friendship. They show no sigr_s they want peace. They show
many signs of enemity and that they want war!
Every Mideast government (except Israel) has constantly denied
that they a.re friends or allies of the United States. We must be ire
what they say. All the propaganda coming from the American Administra-
tion that these nations who are in a jihad against the United States
a.re our friends and allies is false.
The results of our confused policies in the Mideast have
endangered the existence of Israel, our only friend and ally in the
Mideast. The.Unit'ed States has armed all of Israel's enemies. It has
brought the next world war much closer.
Many religious leaders tell us that the moot destructive world
wa.r will start in the Mideast (Armageddon).
Let us do something for peace in our time, for the peace of
our generation. Let us do something to prevent nuclear bombs and
poison ga.c from spreading over-our world!
peace can come only through unity. There is no other way!
Let all people of all nations and religions unite .with each other. In
this unity, we must not forget that a,ll people of all nations and
all religions must also unite with Jews.
History proves, and the prophets in the Holy Bible promise,
that only when all the people of the world are united with Jews, then
there will be peace.Christians must remember that they worship a
Jew (Jesus); and Mohammedar_s must remember that they worQhip the God of
the Jews, the God of Abraham. This is the only way to prevent Armageddon.
Unalienable Rights are the foundation of our Decl aration
of .Independence and Americanism. Let us proclaim May tat,
International Unalienable Rights Day and call directly to all
people oY the world to unite!
