Senior CIA officers will brief members of your Council for the remaining time. As you know, the briefings will be unclassified. Lauder Director, Public Affairs Office SUBJECT: Invitation to Address the Council of American Ambassadors 1. Action Requested: Accept or decline an invitation from the Council of American Ambassadors either to address them at their spring, luncheon meeting in Washington or to organize a program at Headquarters where you and other senior Agency Officers would brief their group. 2. Possible Agenda: Co-Chairman of the Council of American Ambassadors Kenneth us requested that you have the group at the Agency for their Spring meeting. Briefings from you and your Directors were proposed., Executive Director of the Council William Sharpless suggested as a proposed agenda a morning of briefings at the Agency followed by meetings on Capitol Hill with the Intelligence Oversight Committees. We would be responsible for the morning session. If this is not possible, you are invited to address the group at a luncheon at State Department. *Luncheon Address at State: If you opt for a luncheon to be held at State Department, the suggested format is 20 minutes of off-the-record remarks followed by 20 minutes of Questions and Answers. You could expect an audience of between 50 - 100 former ambassadors, many of whom are on boards of directors oflFortune 500 Companies and publishing houses. Neither the press nor foreign nationals would be present. *Meeting with the Members at Headquarters: If you opt for a program at Headquarters, Ambassador Rush suggested that you and your chief directors brief the Council for a morning session. A suggested program is for you to give the welcoming remarks followed by John McMahon and then Bob Gates on the "Challenges of Intelligence Today." When the Council was briefed in November at the Pentagon, the attendees felt that the talks were too low level and substantive information was not provided. Briefing them at the Agency would involve obtaining clearances on each individual in order to provide them with the level of classified information that they would expect in the Headquarters environs--a considerable chore for the Office of Security. Background: The Council of American Ambassadors, founded in 1983, has as its goals: to advance public understanding of diplomacy; to make available to the government the knowledge, experience, and perspectives gained by its members during their respective ambassadorial services; to provide a forum for exchange of views between career and non-clareer diplomats; and generally to support the foreign policy objectives of the United States. Those eligible for membership are Ambassadors of the U.S. appointed by the President and confirmed by the Senate who are not career Foreign Service Officers. (See membership list opposite.) The Council, as one of its most important activities, has been hosted by the State Department, U.S. Mission to the United Nations, and the Defense Department. Secretary Shultz, Ambassador Kirkpatrick, and Secretary Weinberger along with their senior assistants have provided briefings at these sessions. Other speakers have included Henry Kissinger, Zbigniew Brzezinski, Paul Warnke and Senators Percy, Pell, Lugar, Levin and Rudman. Vice President Bush also spoke at their last meeting And hosted a reception for the Council at his residence. (See agendas opposite.) 5. Recommendation: As Ambassadors, members of this group have worked with many of us in the field. Many of them hold influential positions on boards of leading corporations and elsewhere. However, giving'i them a classified briefing at Headquarters which would involve clearances and significant commitment of your and the deputy directors' time would seem to be overkill. Alternatively, it would, I believe, be useful for you or John McMahon to address the Council at its luncheon meeting. I defier to you which of these alternatives you prefer.
