Thank you for inviting CIA Director William J. Casey to
address the National Young Leaders Conference sponsored by the
Congressional Youth Leadership Council sometime this fall in
Washington.
Mr. Casey has asked me to convey his regrets. He receives so
many invitations to address high school, college and
graduate-level students that he has simply found it impossible to
honor them all.
We do, however, wish you well in educating these outstanding
students in the functioning of the U.S. Government. Enclosed with

This fall the Congressional Youth Leadership Council is
sponsoring the National Young Leaders Conference, a
non-political event that will bring 1600 outstanding young men
and women representing over 1000 high schools nationwide, to
Washington, D.C. Chosen by their school principals to
participate in the Conference, they represent the best and
brightest of today's youth - tomorrow's leaders - all of whom
are at or near voting age. The enclosed tentative schedule
provides a glimpse of the scope and intent of our planning.
We know you share our concern for educating youth for
responsible citizenship and join us in promoting active
involvement in democratic processes. For this reason it is our
great pleasure to invite you to address the Congressional
Scholars during one of the fall conference weeks, at your
convenience. Having someone of your prominence spend a short
time with these young people would be an unforgettable
experience. Your words would return with them to their home
states and remain as they grow to become the leaders of
tomorrow.
As educators, we can think of no greater service to our
country and its "successor generation" than to inculcate an
appreciation of our American heritage and democratic

The CONGRESSIONAL YOUTH LEADERSHIP COUNCIL is
a privately funded non-profit organization guided by a bi-
partisan honorary board of over 80 United States Senators and
Representatives and directed by a staff of professional educa-
tors. CYLC is the successor organization to the highly
acclaimed Election '84 Youth Inaugural Conference, which
brought young leaders from 181 schools and 41 states to
Washington to experience the Presidential Inauguration in both
an educational and civic context.
The goal of the CONGRESSIONAL YOUTH LEADERSHIP
COUNCIL is to allow a select group of exceptional high school
students the opportunity to witness history in the making; to
meet the leaders who fundamentally affect the workings of the
executive, legislative and judicial branches of the federal
government; and to bring to life the American constitutional
process.
