Director, Public Affairs Office, Central Intelligence ency informing us that
your schedule will not permit you to join us on September 18 for the annual
meeting and reception of USIA's private sector committees.
Please accept my thanks for the prompt response from your office and my
regrets that you will not be able to be with us as we honor these outstanding
Americans.

Thank you for your kind invitation to Mr. Casey to address the
volunteers who have served on USIA's Private Sector Committees. I
regret that Mr. Casey will be away from the Washington, D.C. area on
18 September and will therefore be unable to accommodate you.
I am responding for him because Mr. Casey is away on vacation and
I know that he would not wish to delay any alternate arrangements you
might like to make in his stead.

President Reagan, you may remember, stated in his 1985 State of the Union
Address: ". . . we have refound our values - we have refound America.
Private Sector Initiatives are crucial to our future." So few words say so
much. Because of the enthusiastic response to President Reagan's appeal to
the private sector, we plan to honor those who have helped USIA on behalf of
the President.

For your information, a complete listing of USIA's Private Sector Committees'
membership is enclosed. These committees are chaired by such outstanding
achievers as David A. "Sonny" Werblin, President, Madison Square Garden
Attractions; Ralph Baruch, Chairman of the Board, VIACOM International; Norman
Podhoretz, Editor-in-Chief, Commentary magazine; Leonard Matthews, President,
American Association of Advertising Agencies; Leo Jaffe, Chairman Emeritus,
Columbia Pictures; Henry Rogers, President, Rogers and Cowan; Walter E.
Morrow, Jr., Director, Lincoln Laboratory, Massachusetts Institute of
Technology and Lane Kirkland, President, AFL-CIO.
On September 18, 1985, an annual meeting and reception (6:00-8:00 p.m.) will
be held in the Benjamin Franklin Room of the State Department to pay tribute
to those who have served as volunteers on USIA's Private Sector Committees.
They, and I, would be greatly honored if you could join us at this reception.
At 7 o'clock, a brief program acknowledging their contributions will be held.
The event would be particularly memorable if you could welcome the group for
approximately three to five minutes. I am asking a few other Administration
officials to add their similar welcomings.
Here at USIA I have been privileged to witness the difference private sector
involvement can make. Our WORLDNET staff has received invaluable guidance
from members of USIA's Television Telecommunications Advisory Committee
regarding satellite usage, international regulations, and technical
potential. We receive, at no cost to the Agency, the benefit of the knowledge
of the most prominent individuals in this rapidly evolving field. And this is
but one example of the contributions being made by eleven different private
sector committees.

It is because of individuals such as these that President Reagan is able to
speak so glowingly of the accomplishments of the private sector. Frankly, I
am very proud of what these volunteers have accomplished at USIA. I look
forward to your response and hope you will be able to join me in September for
this very special tribute.
