Follow 1-95 into Baltimore and then exit on "395, Downtown". As you proceed on 395, you will see the tall downtown buildings ahead; and by itself on the right, the 30 story pentagonal building is the World Trade Center. The exit road, 395, forksc' Follow the left fork which is clearly marked, "395 Business". Proceed to the first stop light, Conway Street, and turn right. Proceed on Conway until it ends, meeting Light Street at the Inner Harbor. Turn left on Light Street; stay to the right and turn right at your first opportunity onto Pratt Street. The World Trade Center is 100 yards ahead on the right. Turn into the small semi-circular drive in front of the Trade Center. A parking space will be marked for you with orange cones. Via The Baltimore-Washington Parkway (1-295). Follow 295 into Baltimore. As you proceed, you will see downtown buildings ahead and the World Trade Center off to the right. It is a 30 story pentagonal shaped building. 295 will become Russell Street. You will pass over the Russell Street Bridge; and then the road will bend to the right and straighten out, at which point it intersects with Pratt Street. Turn right on Pratt. Proceed about 6 blocks to the World Trade Center at 401 East Pratt. As you go up Pratt Street, the World Trade Center looms above you to your right. Turn into the semi-circular drive in front of the World Trade Center. A space will be marked for your car by orange cones. A speech on Soviet theft of Western technology would be appropriate for this audience, as would be another in your series of speeches on international terrorism. Lauder Director, Public Affairs Office SUBJECT: Invitation to Address the Baltimore Council on Foreign Affairs 1. Action Requested: Accept or decline invitation from the Baltimore Council on Foreign Affairs to address their members and guests sometime at a convenient date in 1985 or early 1986 at either the World Trade Center in Baltimore or a local hotel. 2. Possible Agenda: Executive Director of the Baltimore Council on Foreign Affairs rant . Burd has invited you to be a guest speaker on "American Intelligence" at the Baltimore Council on Foreign Affairs. The audience of approximately 500 would be made up of well-informed leaders from the business community, media, professions, and academia. The suggested format is to allow 30 minutes for remarks and 30 minutes for questions and answers. The print media would cover your speech, but TV and radio coverage would not be allowed. The Council is unable to determine if foreign nationals would attend. Three formats are proposed: Reception, Address, and Small Dinner Party: The standard format for a Council meeting is a reception from 5:15-6:00 p.m., an hour for the speech and questions and answers, followed by a small dinner party 7:30-9:00 p.m. with the leadership of the Council which includes the corporate members and trustees. General Dinner: The second alternative is a general dinner with the entire membership followed by the address. Luncheon: The third alternative is a luncheon with the Council's membership followed by the address. Background: The Baltimore Council on Foreign Affairs is dedicated to community-wide international affairs education. It was founded on January 20, 1980 and has a membership of 1,500 people. Like its council counterparts in over fifty communities across the nation, the Baltimore Council is a local organization in governance and support and is a private, non-partisan, non-profit service association. Its purpose is to provide a meeting ground for Baltimore and national leaders, to insure a regular presence of American and foreign leaders in Baltimore, and to increase community participation in international affairs. Previous speakers have included Vice President Bush, Ambassador Jeane Kirkpatrick, ACDA Director Kenneth L. Adelman, and Deputy Assistant Secretary of State for African Affairs Frank Wisner. (See opposite for further background materials on the Council.) 4. Recommendation: None. Since a DCI has never made a major address in Baltimore you may a nterested in covering this territory.
