On behalf of the American Society for Public Administration and the National
Academy of Public Administration, I extend to you a personal invitation to
nominate an individual for the 1986 National Public Service Aw rds (NPSA).
This is the fourth year of the Awards Program and we are looks forward to
receiving your nomination(s).
Enclosed are our news release, poster and flyer which describe the Awards Program
in some detail. In essence, each year we will present up to 5'awards to public
service practitioners who currently work or who have spent the, primary part
of their careers working in the public service. The awards will recognize
persons who have made outstanding contributions on a sustained basis rather
than those who have performed a single, exceptional deed.
I also need your assistance in publicizing this awards program, May I ask that
you advise all the staff and subunits of your organization of these awards,
and encourage them to send us their nominations before our November 29, 1985
deadline. We hope to receive many nominations from you and your various offices.
I look forward to your participation in what I know you will agree is a timely
and needed recognition of dedicated public employees.

NOMINATIONS OPEN FOR NATIONAL PUBLIC SERVICE AWA tDS
Nominations are being accepted for the 1986 National Public Service Awards
Program sponsored by the American Society for Public Administration (ASPA) and
the National Academy of Public Administration (NAPA). These awards will pay
tribute to public service practitioners whose careers exhibit the highest standard
of excellence, dedication, and accomplishment. The awards seek to provide recogni-
tion for outstanding individuals and to underscore the need to have creative
and highly skilled individuals as managers of complex and demanding government
functions.
Up to five awards are presented annually to public service practitioners
who currently work or who have spent the primary part of their careers working
in the public service. Awards will recognize individuals who have made outstanding
contributions on a sustained basis rather than those who have ,performed a single
exceptional public service deed. Award winners will be selected from all levels
of public service (local, state, and federal governments, international and
nonprofit organizations), but awards will not be chosen by category. Nominees
should have responsibility for accomplishing or causing to be accomplished signifi-
cant programs or projects within their areas of responsibility, to the ultimate
benefit of the general public.
Since the awards are to focus on practitioners currently involved in the
public service, individuals who have retired from a public service career are
ineligible. Persons holding elected offices will be evaluated on the basis

of their career in public service excluding their time as an elected official.
Nominations for the National Public Service Awards are solicited from
the entire public administration community and are not limited to ASPA and NAPA
members. Nominations will be accepted from individuals, governmental units,
professional groups, the business community, non-profit organizations, and educa-
tional groups. Nominations must be typewritten and follow the format described
1. A cover letter stating name, address, day phone, title, and organization
of both the nominee and nominator.
2. A separate sheet with name, address, day phone, title, and organization
of three references that can evaluate the nominee's Work performance.
3. A brief biography (not more than two pages) summarizing positions
held, educational background, civic and professional involvements,
and other relevant personal data.
4. A narrative (double space) not exceeding five pages in length explaining
the basis for the nomination.
Six (6) copies of the nomination should be mailed to: National Public
Service Awards, Selection Committee, 1120 G Street NW, Suite 500, Washington,
DC 20005.
Deadline for receipt of nominations is November 29, 1985.
The 1986 Selection Committee will be chaired by Elmer B. Staats, former
Comptroller General of the United States. Recipients of the 1985 awards were
John E. Dever, City Manager, City of Long Beach, California; The Honorable Joseph
L. Fisher, Secretary of Human Resources, Commonwealth of Virginia; Claiborne
D. Haughton, Director for Civilian Equal Opportunity Programs, United States
Department of Defense; Dr. Michael V. Reagen, Commissioner, Iowa Department
of Human Services; Joel D. Valdez, City Manager, City of Tucson, Arizona.
