Dear Mr. Morgan:
Thank you for inviting CIA Director William J. Casey to address the
fund-raising dinner honoring the Sigma Delta Chi fraternity's 75th anniversary
at the Kansas City Press Club in May or June.
Mr. Casey has asked me to extend his regrets. Due to tentative travel
plans and a full schedule of official duties, he must decline the honor.
We do, however, wish your meeting and members all success.

MEMORANDUM FOR: Director of Central Intelligence

SUBJECT: Invitation to Address the Kansas City Press Club and Sigma
Delta Chi Journalistic Fraternity
1. Action Requested: Accept or decline an invitation to address the
Kansas City Press Club and the professional journalists' fraternity Sigma
Delta Chi at a fund-raising dinner in May or early June in Kansas City,
Missouri.
2. Background: Columnist Ray Morgan of the KANSAS CITY TIMES (on behalf
of the Kansas City Press Club and the Sigma Delta Chi fraternity) has invited
you to be the principal speaker at a fund-raising dinner honoring the
fraternity's 75th anniversary. You have been asked to make 30 minutes of
remarks without questions and answers. (See opposite for Morgan's
biography.) The proceeds from the dinner go toward scholarships for area
journalism schools. You could expect an audience of approximately 500 made up
of members of the press club, the fraternity, area civic leaders, and faculty
members from the University of Missouri and the University'of Kansas School of
Journalism.
? Mr. Morgan claims to have contacted you several times when you were a
board member of Capital Cities Communications, Inc. Moreover, he states that
he attended a reception at the Metropolitan Club given in your honor by
Dr. Gordon Hoxie of the Center for the Study of the Presidency shortly after
you became DCI. Morgan notes in his letter to you that Capital Cities
Communications provided funds for a book on the Freedom of Information Act to
be distributed to college and university libraries.
3. Recommendation: We recommend you decline this invitation in view of
the fact that it w-ou-TU be a total media event and of little benefit to CIA.

I hope you will vaguely recall that you and I have been in
contact on several occasions when you were a member of the board
of Capital Cities Communications, Inc.; in connection with matters
of the Center for the Study of the Presidency and in your capacity
as a campaign director for President Reagan during the 1980 campaign.
You may or may not recall that I attended a reception given in your
honor by Dr. Gordon Hoxie and the Center at the Metropolitan Club
in Washington shortly after your appointment to your current post.
With that out of the way by way of introduction to indicate
some reason for my temerity in writing to you, I would like to
extend an invitation to you on behalf of the Kansas City Press Club,
the professional chapter of Sigma Delta Chi, to be the Principal
speaker at a fund-raising dinner for funds for scholarships in area
Journalism schools to be attended by area civic leaders at a major
Kansas City hotel. We are so anxious to have you make the appearance
that we would accept any date in May or early June which your schedule
might allow. -
We would hope that you would see some merit in accepting the
invitation as a Public relations gestureon behalf of the Central
Intelligence Agency, Particularly in the light of the fact that it
is being sponsored by an organization of journalists in honor of its
75th anniversary. I am sure you are aware that Cap Cities Provided
funds for a book on freedom of information to be distributed to college
and university libraries in honor of the 75th anniversary.
You may or may not recall that i am also a close Personal friend
of Sen. Bob Dole and Elizabeth Dole. You were kind enough to autograph
a coos of the Center book, ''Organization and Staffing of the Presi-
DencysIo for me.
We sincerely hope that you can accept our invitation, both on
behalf of our fund-raising effort and as a gesture for the CIA, a
valued group that too often receives short shrift from journalists.
