-- Attended a meeting at IC Staff to discuss potential changes in 1987
Congressional budget material and the status of the 1987 program/budget 25X1
development process. IC Staff indicated that program managers would
receive revised guidance this week that included both a modified DCI
guidance level and a level reflecting antiticpated DoD decisions on NFIP
funding for 1987. The latter is expected to be below the
modified DCI guidance, which itself is below the original
DCI guidance.
-- Russ Neely of 0MB said our draft retirement bill has not been sent by 0MB
to other agencies for views. 0MB is sitting on it until they get an
Administration position on the Stevens bill on which there will be hearings
in September.

h. The Office of Logistics (OL) reports that the number of
construction workers on the New Headquarters Building is now over 300.
i. Construction work in the Headquarters Building cafeterias
continues to near completion. The security barrier wall separating the North
and South cafeterias is approximately 98 percent complete. Also, the
installation of ceiling sound soak acoustic panels is scheduled for completion
on 29 August.

in. Insurance Operations Division/OP (IOD) has sent two proposed
articles to the editor
Our goal is to ensure that retirees
are receiving the same benefits information as are our employees. In regard
to the UBLIC Life Insurance Program, IOD has experienced a marked increase of
interest in the Program since the Employee Bulletin was disseminated on 7
August advising of the UBLIC revisions. Seventy-five requests for
applications have been received thus far.
o. Office of Trai sentatives spent 7 and
8 August with consultants putting the final 25X1
touches on the content and design of the pilot running of "Writing in the
DS&T." This five-day course, which also draws on expertise from the
Directorate of Science & Technology (DS&T) and OTE, focuses on how to plan and
write a technical document in the DS&T environment. A shortened version of
this course (three days) was also discussed and will be included in the next
running of the DS&T CT Course.

Of Special Interest this Week
FBIS Swaziland Bureau has been providing exhaustive coverage of the
crisis in South Africa, including daily roundups of South African press
coverage and reports from radio and television. The bureau also monitored
live a 7 August speech on Harare radio (Zimbabwe) by Prime Minister Mugabe
discussing relations with South Africa and outlining his policies toward the
opposition party of Joshua Nkomo, prompting thanks from the BBC Monitoring
Service for an "exclusive" way ahead of other reporting. (U/AIUO)
? Answering the request of Assistant Secretary of State Wolfowitz's
office for information that would provide a feel for Soviet Deputy Foreign
Minister Kapitsa's attitudes and policies, FBIS supplied State with
translations of a number of Kapitsa interviews and articles. (C)

ACIS and OSWR reviewed a draft of questions and answers on
nuclear testing for the NSC Staff.
ALA prepared talking points on the current political and
economic situation in the Netherlands Antilles.
OGI prepared a background paper on "Libyan-Cuban Competition
for Influence in the Third World."
Of Special Interest This Week
ACIS attended IGs on Arms Control and Public Diplomacy for
the fall seesion in Geneva and radiological weapons verifi-
cation.
C/ACIS and NIO/SP met with HPSCI Staff Officers to outline a
series of hearings on arms control topics.
ALA prepared a special paper on the downside risks in South
Africa.
ALA briefed William Phillips, Administrative Assistant to
Senator Stevens, on South Africa and the Director of the Office
of Strategic Resources, Commerce, on South African response to
economic sanctions.
ALA met with private bankers in New York on Nigeria's credit
rating.

Attache to Brussels; outgoing Army Attache to Oslo; and State
Iberian Desk officers.
HIC Curator visited LaSalle University to assist in further
coordination of the Robert Ames Memorial Symposium on Middle East
Affairs.
OEA prepared talking points on the China-Vietnam border
situation for Under Secretary of State for Political Affairs,
Armacost's, upcoming trip to Hanoi.
OEA prepared briefing papers on Indochina for Assistant
Secretary of Defense for International Security Affairs,
Armitage's, upcoming mission to Hanoi and Vientiane.
OGI briefed Under Secretary of Commerce for International
Trade, Smart, on foreign capabilities and prospects in the
semiconductor industry; outgoing Ambassador to West Germany,
Burt, on European terrorist threats; and US Ambassador to the UN-
Vienna, Chapman, on worldwide narcotics with an emphasis on
Europe and UN programs.
OGI met with Dr. Carlton Turner, White House Special
Assistant on Drug Abuse Policy to discuss narcotics in the
Caribbean and Central American regions.
OSWR sponsored a presentation in the Auditorium
who served as chairman for the seven-volume SDI
feasibility study, on the Strategic Defense Initiative.

semi-annual report with the DCI; and discussed with the DCI special
projects related to developing proposals and resolving issues of legal
authority and interagency coordination.
NIO/USSR (Fritz Ermarth) attended a meeting on Summit planning with
the DCI.
Assistant NIO/USSR prepared a memorandum for the
DCI on the new Soviet leadership and East Europe.
NIO/Warning (John Bird) prepared talking points for the DCI on
warning cooperation with a European country and on upcoming events in

in Vietnam; attended a meeting of the Korea Consultative Group at the
Defense Intelligence Analysis Center to discuss an update of North
Korean reorganization/redeployment, results of collection and warning
analysis, and the Pre-H-Hour Scenario Status Report; and met with

assessment of the annual Naval War College Worldwide War Game; attended
a conference at the State Department; provided information to
NSC staff member Jacqueline Tillman on Soviet/Cuban attempts to exploit
the Latin American debt situation; and with A/NIO/LA
attended a meeting of the Caribbean Basin Steering Group, chaired by an
IC staff officer.
NIO/NESA (Graham Fuller) discussed regional developments with the
President of the National Council on US/Arab Relations; met with a
Wilson Center scholar to discuss the PLO; met with the Chairman of the
International Security Council, a private sector organization, to
discuss the latter's work on Libya and Israel; met with the Deputy
Assistant Secretary of State for the Gulf States regarding policy on
Iran; discussed recent production issues with the Defense Intelligence
Officer for the Middle East; and met with a political analyst from the
Energy and Oil Investment Corporation.
NIO/SP (Lawrence Gershwin), with A/NIO/SP met
with BGEN B. J. Rhoten, DC/Staff for Intelligence of ADCOM/SPACECOM to
discuss issues related to space and to arrange for Mr. Gershwin's
briefing of the CINC; with C/ACIS, met with the Director of ACDA to
discuss collection issues; with SOVA analysts, met with Andrew Marshall
of OSD/NA regarding the new Joint Net Assessment; discussed future
Congressional briefings with HPSCI staff member Jack Kellaher and
