The session was informative and provided an insight to such pending issues as the Federal Employees Health Benefits Program (FEHBP), retirement, pay equity, cost of living allowance (COLA), and tax reform. A major topic of discussion was the FEHBP reserves and the fact that the Administration and the Congressional Committees are looking seriously at the excess FEHBP reserves with an eye to using them to reduce the budget deficit. The Committee staff members both indicated that some budget savings would come from Federal benefits and, if not from COLA or pay, the next likely place would be FEHBP reserves. Although several bills were discussed in general, it is apparent that the foremost issue on the Hill is the budget resolution and then supplemental retirement. h. The Executive Director approved an OP proposal to eliminate the restriction on advancing sick leave when an employee has more than 25X1 160 hours of annual leave. A previous review of the issue led to the conclusion that there was no valid reason for this policy today, especially in view of the fact that other Government agencies have no such restriction. M. Twomey, the Commanding General, an Agency Seal and a letter of appreciation from the DDCI. The recognition is well deserved since the Marines conduct special sessions for our Military Analysis Course on basic organization, tactics, and weapons--including a display that ranges from small arms to tanks and amphibious vehicles. They also let us attend firepower demonstrations, held for their officer students. In addition, they allowed us to bring along military analysts not in the course. The theme of the seminar was "Classification Management - A Prerequisite to an Effective Information Security Program." Prominent speakers considerable discussion focused on the damage to national security as a result of the "Walker" case and the impact of pending legislation. There also was a great deal of discussion--at times heated--on the recent announcement by the Secretary of Defense requiring a 10 percent reduction in security clearances for all components of the Department of Defense (DOD), including defense contractors. The seminar was very informative and provided a great deal of insight into the plans, programs, and problems of other government agencies and private industry in the field of classification management. u. At the beginning of the calendar year the Information and Privacy Division's FOIA backlog stood at 2,955 cases. During the last seven months, OIS has received 1,611 new cases and closed 2,358. The current total in the queue now stands at 2,208 and there continues to be a downward trend. Budget Course The Office of the Comptroller has designed a much needed budget course geared to mid-level budget officers to provide guidance and hands-on exper- ience in compiling and processing Agency budget data.
