-- D/PAO attended a briefing at the White House by Bud McFarlane for
Intelligence Committee Public Affairs Officers. The briefing was to
acquaint us with the Administration's current thinking on counterterrorism
and with proposed public affairs programs to enlighten the American public
regarding the terrorism problem and take the heat off the Administration.
Obviously, the Agency's role will be restricted primarily to whatever the
DCI and the DDCI think it appropriate to say during their public or
semi-public appearances, and to the Agency possibly providing unclassified
material on terrorism to the White House to be included in standard
material--speeches and the like--for use by Administration officials in
their public appearances.

d. On 10 July, as part of its continuing Security Awareness
Program, OS sponsored the appearance of major General and
Mrs. James L. Dozier in the Headquarters Auditorium. The Doziers addressed
an Agency-wide audience on the topic, "International Terrorism and the
Hostage Experience." The Doziers were well received as evidenced by a
capacity crowd in the main auditorium with overflow viewing in two smaller
auditoriums for both the morning and afternoon presentations. We
conservatively estimate F___1employees were in attendance at the two
presentations.
e. On 8 July, the first contingent of JIndependent Contractor
Special Security Escorts entered on duty. They were given a one-day EOD
briefing which focused on telephone security, code of conduct for Agency
employees, the hostile intelligence threat, safety on the job, security
escort job requirements and procedures. The office continues to interview
applicants daily in order to meet the increasing demands throughout the
Agency for escort personnel. The next group will EOD on 15 July with more
groups and Special Escort Seminars to follow throughout most of August
1985. To date, approximately 600 applications have been received in
response to the Headquarters Notice on this program.
f. The Intelligence Training Division/Office of Training and
Education (OTE) and the DS&T prepared and distributed a catalog that
describes new courses being developed for the DS&T Training Program, as well
as current OTE offerings relevant to selected DS&T professionals. The
catalog, which was distributed to all DS&T supervisors and managers, is an
aid in the selection of appropriate training and career development
opportunities for DS&T professional employees. The catalogs include
information on the new courses, FY 85 and FY 86 schedules, and specific
course recommendations for professional employees at various career levels.
g. OTE received word that Chief, East Asia Division (EA) has
approved OTE's proposed training program for EA secretaries
overseas. The first offering will be a comprehensive course that will
include the best of the programs that we currently offer to our Headquarters
secretaries and administrative support personnel. E:::::::OTE instructors
will be traveling 21 October - 2 November 1985 to
conduct the program. We expect that other DO divisions will follow EA's
lead in providing training for their secretaries in the field.
h. FOIA requesters who have not paid search and/or copying fees for
completed records services owe the U.S. Treasury over $11,000. This week 25X1
the office of Information Services (OIS) sent out 98 letters reminding these

people of their debt. Those still delinquent after 30 days will be told
that they will receive no further records service from CIA, and all open

On behalf of Secretary Shultz, INR asked FBIS to provide an update of
worldwide official reaction to the hijacking of TWA Flight 847. The update,
which focused on official condemnation or praise for the terrorists' actions,
was sent to State on 6 July.
On 4 July, FBIS provided the Intelligence Community with the first
reports on an attem ted coup in Guinea.

outlook for a new GATT round.
Looking Ahead
NESA will host conference for approximately) Intelligence
Community analysts working on Afghanistan.
OSWR and A/NIO/AL are pre aring for the Nuclear
Proliferation Conference 29-31 July. The conference will
be attended by most of the senior US Government policymakers on
nuclear proliferation issues, including Ambassadors Kennedy and
Negroponte.

Pretoria, South Africa.
NIO at Large (Hal Ford) filled in for Vice Chairman, NIC (Herbert E.
Meyer) during his absence; and with the assistance of the NIOs,
completed a NIC Threat Outlook.

NSC staff member Gaston Sigur, and his assistant Davy Laux o discuss
the PRC nuclear cooperation issue; and met with NIO/Counterterrorism/

nuclear terrorism issue.
A/NIO/AL met with several State Department
officials to iscuss issues connected with the US-PRC nuclear
cooperation a reement; briefed Ambassador-Designate to Tel Aviv, Thomas
Pickering, and briefed Ed Mundy of the
IC Staff on nuclear proliferation.
A/NIO/AL attended two separate CBW IG Working
Group meetings at the State Department on US CW nonproliferation policy;
attended WSSIC CBW Subcommittee Meeting at the Pentagon; and briefed
Ambassador-Designate Pickering on CBW in the Middle East.

IV. Future Activities

for Soviet Military Technology and Research and Development. Dr. Nail
will also attend a STAP meeting on 17-18 July.

Comments from the four Deputy Directors on the OTE/Training
inspection report are now in hand and the final report will be
released to the DCI/DDCI next week.
DDA and DDI comments on the Agency TV inspection are
due back to us next week. The PMCD and Language inspection
reports and the OGI mini-review are in the drafting stages at
this time. We are planning to complete the mini-review of the
Office of Finance by the final week in August.

-- We will hold a Comptroller's meeting with the Deputies next Friday,
19 July, to review our FY 1985 financial and manpower situation.
-- Armed Services committees will try to complete conference on the 1986
Defense Authorization Bill by next Friday. Intelligence committees hope
to resolve NFIP resource issues by next Wednesday, so they can provide
Armed Services agreed numbers for inclusion in the Defense Bill. Key CIA
items at issue are the Reserve for 25X1
contingencies.
-- The House Appropriations Committee is planning to begin markup of the 1986
Defense Appropriations Bill the week of 22 July.

1. HPSCI Intelligence Authorization Bill
HPSCI will seek a rule from the Rules Committee next Tuesday
to take their bill (H.R. 2419) to the House for a vote. Some
concern that the House may try to amend the bill to hold
86 dollars to 85 levels. Mr. Hamilton is prepared to defend.
Vote on the bill could come up as early as next week.
2. Hamilton Breakfast
The Hamilton breakfast on Thursday, 18 July provides an
opportunity to discuss the HPSCI desire to have a hearing during
the week of 22-26 July on security and counterintelligence,
passage of the HPSCI authorization bill (see item #1), and the
Hamilton letter on informing the whole Committee on sensitive
operations.
