SUBJECT: Security of Telephone Communications - Survey
The Executive Agent for National Telecommunications and
Information Systems Security recently outlined a program
implementing the STU-III family of secure telephones on a
government-wide basis. The STU-III family offers us the
opportunity to achieve adequate security for our telephone
communications at a reasonable cost and with minimum user impact.
Deliveries of the secure telephones are expected to begin in
1987. In order to ensure an adequate supply of STU-III
telephones, the Executive Agent requested that a comprehensive
survey be accomplished to determine telephone security
requirements, and asked that I provide any additional guidance to
assist you in that endeavor.
The attached STU-III Requirements Survey, along with
additional supporting information, is for your use in conducting
a survey within your organization. Survey results will, in
addition to providing a comprehensive baseline for the
implementation of the STU-III, serve to support consolidated
budget initiatives. A complete and accurate response is
essential and should be made without regard to budget limitations
or current lack of funding within your organization.
Each organization should identify a point of contact for
survey matters to the Future Secure Voice System (FSVS) Special
Project Office, NSA, no later than 6 December 1985, and return the
completed survey by 15 January 1986. All inquiries for additional
information or assistance in completing the survey should be
addresse FSVS User Relations Staff, NSA, Attention:
Operations Building #3, Room C2A52.

My memorandum of 16 September 1985 endorsed the rapid implementation of
the STU-III in order to achieve adequate security for our telephone communica-
tions in a timely fashion. A significant area of concern with respect to that
objective is the achievement of an orderly and efficient transition from the
current STU-II equipment to a homogeneous system based on the STU-III.
a. The National Manager for Telecommunications and Automated Informa-
tion Systems Security (Director, NSA) shall assign the highest priority for
STU-III implementation to the holders of the STU-II equipment. As soon as
parallelism between the STU-II and STU-III is achieved, the STU-II will be
removed from regular service.
b. Purchase
of
STU-III equipment for non-DoD holders of the STU-II
shall be capitalized
out
of the DoD Central Fund for STU-III acquisition,
which is administered
by
the National Manager. Pending the future development
and implementation of
a
comprehensive, government-wide funding mechanism which
addresses the national requirements for telecommunications and information
systems security, the Office of Management and Budget is requested to define a

c. The National Manager shall arrange for the reallocation of the
STU-Ii equipment, with first consideration given to the possible sale of the
STU-II to selected Allies at an attractive price. Revenues derived from the
sale of the STU-II shall be returned to the DoD Central Fund and used for the
purchase of additional STU-III units for U.S. applications.

The lack of widely available secure telephone capability continues to be
a major deficiency in the national security posture of the United States.
Despite our past efforts, sensitive information of our Government and its opera-
tions remains available to both potential adversaries and the criminal element
due to our lack of telephone security. The development of the STU-III family
of low cost, user friendly secure telephones offers us the opportunity to achieve
adequate security for our telephone communications at a reasonable cost and
with minimum user impact. The STU-III, employing the most advanced technology,
will directly replace existing telephones and thus is essentially transparent
in operation to a normal telephone instrument.
Deliveries of STU-III secure telephones are expected to begin in 1987.
In order to implement the STU-III on a Government-wide basis as rapidly as
possible, each Department and Agency is requested to conduct an immediate,
comprehensive survey of their telephone security requirements, identifying all
areas where classified or sensitive information is handled. This survey is to
be completed and the results submitted to the National Manager for Telecommuni-
cations and Automated Information Systems Security, (Director, NSA) no later
than 30 November 1985. The National Manager will provide any additional

guidance required by the departments and agencies in conducting their surveys.
Also, the National Manager will establish procedures for distribution of STU-III
assets on a prioritized basis proportional to the overall stated requirements
of each department and agency.
