SUBJECT: Talks with Charles Battaglia Regarding Senate Select
Committee on Intelligence (SSCI) Use of the Polygraph
1. On Tuesday, June 25, 1985, Charles Battaglia, SSCI
staff, called to let us know that he had proposed to Staff
Director Bernie McMahon that SSCI staffers be subjected to a
limited counterintelligence polygraph examination as a regular
committee procedure. He said Bernie appeared to be favorably
disposed to the idea. Charley asked if I knew what the House
Permanent Select Committee on Intelligence (HPSCI) attitude was
regarding use of the polygraph. I told him that some of the
HPSCI staff had indicated a willingness to be polygraphed, but
we knew of nothing in the way of formal consideration by HPSCI.
2. On Wednesday, June 26, 1985, Battaglia called back to
ask if we could furnish him with the six questions used in a
standard counterintelligence polygraph exam, and some pro and
con polygraph arguments that he could incorporate in a memo for
Committee consideration. I told him I would get back to him.
3. On Thursday, June 27, 1985, after conversations with
on the subject, I called
Battaglia and told him that we could not help him with his
polygraph material. I explained that at this early stage of the
issue within SSCI we did not wish to be involved in this
matter. I said that if the Committee officially requested
assistance, we would be most responsive, but right now we
strongly preferred to stay out of it. Charley appeared to
understand and accept this.
