Brief Elaboration: This study would focus on the potential Spanish role
in the integrated NATO military structure, should Madrid decide--based on
the promised national referendum--to remain in the Alliance. Will Spanish
forces be fully integrated into NATO, what potential roles could Spanish
forces play in the defense of Central and Southern Europe, what are the
trends in Spanish force capabilities and modernization, what issues will
the Alliance face over the near and long term (e.g. location and command

Topic: China's Navy: Prospects for Force Projection
Brief Elaboration: Some of China's neighbors have voiced concerns
that, with military modernization, the PRC navy will gain
a formidable force projection capability over the next decade.
This study would assess the Chinese navy today and examine its
potential of becoming a regional naval power. Particular emphasis
would be given to the impact of Western military acquisitions on
China's naval warfighting options.

Topic: Gorbachev's Generation: Eastern Europe's Emerging Leaders
Brief Elaboration: Several Warsaw Pact leaders are already well into their
seventies and likely to depart the political. scene. The purpose of this
inquiry is to examine possible successors--people of Gorbachev's generation
probably--whose perspectives have been shaped primarily by the post-World
War II experience. The researcher must first identify principal candidates
for leadership, then examine their backgrounds and writings and attempt to
project their views of the relationship with the Soviet Union and the West.

Topic: Role of Chinese Academy of Sciences in Response to Chinese
S&T Reforms
Brief Elaboration: The following questions should be addressed: In actuality,
how has the role and scope of the Chinese Academy of Sciences. changed in
response to the call for S&T reform? Are the Chinese following through on
cutting down the size of the Academy? Are Government officials serious about
changing the terms of funding, about going from government grants to earning
one's way by contracting to production needs, and about allocation of
personnel fran Academy institutes to Ministry research units? Are Academy
researchers moving rapidly from basic to applied research? Is there any
significant resistance on the part of the researchers to the sweeping changes
imposed by the S&T reforms?

Any other details: In March 1985 the Chinese Catmmist Party officially
called for new reforms in Science & Technology. The reforms call for the
size and advisory role of the Chinese Academy of Sciences to be changed;
its focus will be on applied research rather than basic research. There
are other aspects of the reform regarding the funding and allocation of
scientific personnel that will lead to closer links between research
and production units. The contract system and entities, such as
technology markets, will came into play.

Soviet Methodology for Unified ASW Detection Techniques
Brief Elaboration: ASW detection techniques are often evaluated in isolation -
acoustic, as opposed to non-acoustic; active, as opposed to passive, acoustic
system; magnetic, radioactive, wake, temperature, and bioluminescence
signatures within the non-acoustic male. However, the effectiveness of a number
of interacting systems may be much greater than the utility of any one of them.
Soviet interest along these lines is indicated by the fact that oceanographic'
research aircraft have been observed to carry a suite of sensor types. A
study of the potential interaction of these devices is, therefore, likely
to be more realistic than single evaluations of Soviet sensor effectiveness.
Also, such a study may suggest advantageous combinations of US detection
systems.

Brief Elaboration: Somalia's ongoing internal and external
confliects give the country's tregtona1 commanders a key
role in the military-dominated Siad regime, and thus they
directly influence its stability or instability. Pegional
insurgency and refugee problems are intensified by intertribal
rivalries. The research should focus on the tribal backgrounds
of these officers and on their handling of the military and
political problems in their 4reas Hof responsibility, particularly
with regard to tribal relations.

Brief Elaboration: The Catholic Church is the most influential social
institution in the Philippines. Some proponents of "liberation theology"
have become more and more involved in politics and political movements--
even joining insurgent groups. We are interested in the mainstream church.
What are its views on the succession issue? On the insurgency? On economics?
How does it make its views known and, most importantly, wbo listens to them?

Topic: Advocates of Detente: Proponents of Improved Soviet-American Relations
Brief Elaboration: The purpose of this research is to test the thesis that there
are proponents of detente in significant positions in the USSR. The suggested
methodology is to study the writings and speeches of select group of officials who
we suspect favor a better relationship, and assuming we verify an.orientation
toward detente, examine their influence and political prospects.

makers: We hope to make a decision on the viability of this topic as a finished
publication by the end of March 1986. If it is established as a potentially
useful paper then we hope to press on to publication by the end of FY 86.

Brief Elaboration:
Paper will examine the values, beliefs, lifestyles and interpersonal
relationships of current Philippine field grade officers, with
emphasis on those from the Academy classes of the late 1960s and
early 1970s. Questions to be addressed include: what ideas and ideals
do these officers hold about their/the military's role in Philippine
society? What attitudes do they hold concerning the US, the USSR,
and the Third World? How does the current leadership perceive this
next generation, and what efforts might they make to influence/direct
or coopt it?

Indonesia: Ambivalence Toward Ronoil Foreign Investment
Brief Elaboration:
Although foreign investment plays a crucial role in-Indonesia's
economic development and the government actively seeks new investment,
the ambivalence of influential Indonesians compounds the difficulties
caused by corruption and inefficiency. Expected shortfalls in
foreign exchange earnings in the next few years and Jakarta's
desire to avoid foreign debt problems increase the incentives to
attract new investment, but the outcome remains in doubt.

The Indonesian Military: A Profile of. Its Interests in the Economy
Brief Elaboration: The Indonesian military is extensively involved in economic activity.
The military runs a substantial number of business operations in direct support of its
own activities--such as uniform manufacture--as well as income producing operations--such
as timber--to subsidize operating budgets. The extent of the military's involvement in the
economy is unknown. Observers can only say that it is 3 very extensive and accounts for
a substantial portion of the military's operational funds. Some of the published academic
literature on the subject gives a good background on the extent of the military's
economic activities. Discussion with academics and US military and other personnel who
have served in Indonesia would provide substantial additional information on the subject.

. Conflict or Compromise?
Brief Elaboration: The current leadership is marked by the Philippine
tradition of personality politics, borrowing directly from the cultural
underpinnings of strong paton-client obligations. The upcoming generation
of leaders has cut its political teeth on post-martial law politics, which
have been dominated by President Marcos. This generation has begun focusing
on issues when pledging political allegiances. How different will
Philippine policy be under these new leaders--especially as it affects
US interests. Will the emphasis on issues decline after Marcos has left the
scene or will there be a new political order in Philippine society.

Topic: China's Interest in Dual Use Technologies
Brief Elaboration:
China's priorities for S&T development over the next
several years include integrated circuits; computers, software,
and peripheral equipment; composite materials; fiber optics;
and lasers. While development of these technologies is designed
to help meet domestic industrial requirements and to enable
China to enter new export markets, these technologies also have
military applications. We require a study that examines the
military applications for these technologies and how their
development fits into China's priorities for military modernization.

Topic: Western Europe and Japan: Security Cooperation
Brief Elaboration: Talks underway or scheduled between Japan, France, and
West Germany on arms control and defense issues underscore the growing
appreciation in both Europe and Japan of common security interests. The
Europeans regard Japan as a leader in technology and will seek to,improve
relations with the Japanese. They also view 'Japan as a competitor in
strategic technologies and are concerned that the gap between Europe and
Japan will widen. This paper would look at the cooperative aspects of this
budding relationship as well as its competitive nature and would assess long
term trends and their implications for US policy.

Topic: NATO: Declining Out-of-Area Combat Capabilities
Brief Elaboration: This study focus on those NATO Allies in Europe that
maintain capability for out-of-area combat operations, particularly France,
the United Kingdom, and to a lesser extent Italy. Despite the creation of
the French Rapid Action Force, British lessons-learned from the Falklands
campaign, and growing Italian interest in the protection of its interests
in the Mediterranean, fiscal constraints are having a negative impact on
their force structure and capabilities. The paper would assess these trends
and the implications for the US in terms of potential Allied support for US
out-of-area contingencies.

Topic: Allied Views of the Chemical Weapons Issue
Brief Elaboration: One or two papers could explore various aspects of the
chemical weapons issue in Western Europe. One paper could focus on offensive
chemical weapons issues, particularly European views on US stockpile
modernization and weapons storage in Europe as well as European doctrinal
approaches to the use of chemical weapons in wartime and NATO's approach to
deterrence of Soviet CW use. Allied CW defensive capabilities and improvement
planning also could be addresses. A second paper could focus on the arms control
aspects, particularly Allied policies, approaches to, and expectations of the
chemical negotiations taking place under the UN Conference on Disarmament.

Dear Mr. Casey:
One of the primary goals of Lieutenant General Richard D. Lawrence,
the President of the National Defense University, has been the
redirection of the research efforts of the University's faculty, staff,
and students toward addressing the needs of the policy-making community.
He has created the Institute for National Strategic Studies to foster
such policy-oriented work at NDU. Each of our students at the Industrial
College of the Armed Forces and the National War College, many of whom
are nationally recognized authorities in their areas of expertise, must
fulfill a research requirement during their year here. While the
selection of topics is a matter of personal choice, we have tried to
persuade as many students as possible to examine currently important
national security issues and directly assist officials who formulate and
execute foreign and defense policies. During the course of the next
several months you will be receiving copies of those acceptable student
products concerning topics which you suggested to us last year.
As we did a year ago, we are writing to a number of officials in the
policy community to learn what longer term research topics most interest
you and your staff. We will provide your suggestions to our students as
they make their selections in the fall, and we will forward their
research to you upon completion. Any topics you provided to us last year
which have not already been researched could be made available to our
students again, but interests and points of contact change each year.
You may wish to update the entire list. We will encourage interaction
between your organization and our students during the course of their
research as well as send you at least one progress report.
General Lawrence has given the Institute for National Strategic
Studies the responsibility for collecting and coordinating the research
topics. Please have your staff use the format enclosed, and we would
appreciate receiving responses by 20 June. For each topic, please
provide a point of contact in your agency and an indication of the time
frame during which research on this topic would be of use to you. If you
