SUBJECT: Clearance Access for Member of House-Permanent
Select Committee on intelligence
1. This is in response to your letter dated 12 April 1985
and pursuant to the Memorandum of Understanding, dated
7 September 1977, between the House Permanent Select Committee
on Intelligence and this Agency. I have reviewed the summary
memorandum and supporting material on Mr. Bernard R. Toon II,
as supplied to the Committee by the Director of the Federal
Bureau of Investigation. I believe that Mr. Toon does meet the
requirements of Executive Order 10450 for access to classified
information up to and including TOP SECRET. I believe he also
meets the c for access to
Information as set forth in Director of Central
Intelligence Directive No. 1/14, dated 1 September 1983.
2. In accordance with the verbal understanding between the
Committee and this Agency, I am returning the summary
memorandum containing the results of the investigation and
supporting material on the above-mentioned individual.
