SUBJECT: Request,for Additional Information (for HPSCI
and SSCI staffs) Re Kidnapping of Sandinista
Official, Ray Hooker
1. Mike O'Neil, Chief Counsel for HPSCI, called me late in
the day on 14 September to ask if we had any information on the
alleged kidnapping, by Miskito Indians, of a Sandinista official
by the name of Ray Hooker. O'Neil said several congressmen on the
Hill were being called by constituents reporting the kidnapping
incident, and at the same time alleging that the CIA was somehow
.behind this activity. O'Neil asked if we had heard about this
kidnapping and whether or not we had any reporting on it
2. Mr. Thomas Blau, SSCI Staff Designee for Senator
Daniel P. Moynihan (D., NY), requested similar information from
the Agency based on a New York Times article of 10 September
reporting on the kidnapping. In response to Blau's question we
said, basically, the only information available to the Agency
concerning the alleged kidnapping of Hooke
State Department cable dated 10 September.
3. I passed the above along to Mike O'Neil which seemed to
satisfy him for the time being, but said I would get back to him
if we had any additional information. I would appreciate it if
you would keep this in mind and provide any additional details so
that we can pass them along to boKh HPSCI and SSCI staffs.
