MEMORANDUM OF UNDERSTANDING
BETWEEN THE GENERAL ACCOUNTING OFFICE
AND THE CENTRAL INTELLIGENCE AGENCY
1. The purpose of this Memorandum of Understanding is to facilitate
cooperation between the Central Intelligence Agency (CIA) and the General
Accounting Office (GAO) in providing access, as requested, to classified
information within the releasing authority of the CIA, and held by the CIA,
that relates to the investigation conducted by the GAO at the request of the
House Judiciary Subcommittee on Immigration, Citizenship and International
Law concerning admission to and residence in the United States of alleged
war criminals. This Memorandum confirms agreements previously reached
by the staffs of GAO and CIA for the conduct of this review. Access to and
.use of all classified information designated for protection from unauthorized
disclosure by the Director of Central Intelligence shall be governed by this
Memorandum.
2. Documents made available for GAO review, shall at all times remain
in the possession, custody, and control of the CIA, including during their
inspection by designated personnel of the GAO.
3. CIA will sanitize or excise, as required, all information which
may reveal or tend to reveal the identity of intelligence sources and
methods from documents made available for -GAO review. This includes
the deletion of all CIA staff officer identities.

4. While documents provided by the CIA may be Inspected, they
may not be copied, and any notes made by representatives of the GAO
designated to review such material summarizing the contents of the
documents shall have the same classification as the documents themselves.
Such notes shall remain in the custody of the CIA and removal may not
be made until reviewed by representatives of the CIA and appropriately
sanitized in accordance with paragraph 3 above . At the completion of its
investigation, all classified notes still in the custody of GAO will be returned
to CIA for retention.
5. Any published report or statement or other intended public use
of the information in documents provided by the CIA shall require prior
review and clearance from the CIA to assure the proper sanitization of
Agency classified information, including any information tending to reveal
intelligence sources and methods. No classified information, including any
information tending to reveal intelligence sources and methods, provided
by CIA may be disclosed by the GAO to anyone outside of the
GAO not appropriately cleared for access by CIA without the express written
authorization of the Director of Central Intelligence . GAO will honor any
level of classification assigned by the CIA to any CIA material used in
the report.
6. It is understood that both parties are cognizant of the fact that
the investigation conducted by GAO may impinge upon civil and criminal
investigations by the Department of Justice (DOJ). Accordingly, both
parties have assured DOJ that no public disclosure of any information
developed during the investigation will be made without prior clearance with
the DOJ .

7. The undersigned, being duly authorized by the GAO and the CIA
respectively, to represent their organizations, hereby acknowledge full and
complete acceptance and adherence to the procedures set forth herein by
their respective organizations.
