ITEMS OF INTEREST
1. Intelligence Authorization Bill
The House appointed its conferees this week. They consist
of all the Members o~~E HPSCI plus Mr. Mazzoli to re resent the
Judiciarv Committee.
inclusion of some language on National Strategy guidelines seems
likely; and there will be a one-year requirement to give prior
notice on military transfers to foreign countries. Conferees
probably will not meet until 6 November.
2. Retirement Legislation
SSCI and Senate Governmental Affairs staffers were briefed
on a proposed amendment to the Stevens-Roth bill which would
create a CIA retirement system covering all Agency employees.
Senators will be briefed shortly. We expect this bill to come
to a vote in the Senate within the next two weeks.
FUTURE ITEMS
2. SSCI Counterintelligence Hearings
On Wednesday, 30 October, the DCI will be the lead witness
in the first of five SSCI hearings on Community counter-
intelligence programs and issues.
3. All other matters are contained in the attachment.
