1. Congress has extended through 19 Decer.1ber 1985 the Continuing Resolution
authorizing the obligation and expenditure of funds for 1986. The general
guidelines stated in reference A will remain in effect.
2. A cable is being sent to the field informing them of this extension. We
will keep you apprised of this situation as more information becomes available.
