Dear Ms. Wiegand:
I am enclosing a copy of the Fiscal Year '86 Intelligence
Authorization Bill, S. 1271, as reported out by the Senate
Select Committee on Intelligence.
Title V of the Bill contains the legislative proposal to
expedite citizenship for certain United States intelligence
sources.
As you know, under the rules of the House Permanent Select
Committee on Intelligence (HPSCI), a copy of testimony to be
given before the Committee must be received three days before
the date of the hearing. Since our hearing is Tuesday, the
25th, we hope to have the testimony cleared by the Office of
Management and Budget (OMB) and to HPSCI by Thursday, the
20th. I expect that we will be ready to send a version out for
coordination and OMB clearance by Monday, the 17th.
The testimony will be classified at the "Secret" level and
should, of course, be handled on a strict "need to know"
basis. As we discussed, OMB has agreed to your reviewing the
testimony on behalf of the Service and the Department of
Justice. Your comments to OMB can be passed along to Tracey
Lawler, Legislative Analyst, Legislative Reference Division,
Office of Management and Budget (395-7300) who will be handling
the matter on behalf of OMB and will have a copy of the
testimony. We will send a copy of the testimony to you for
review via the Agency's operational liaison with the Service:
Central Office Intelligence, Room 7314 (633-3360) in care of
Ms. Pat May.
