At the request of Butler Derrick, Chairman, Task
Force on the Budget Process, House Committee on the
Budget, GAO is compiling estimates of the FY 84 impact
of all forms of immigration on the federal budget.
This involves the identification of federal costs and
revenues which are linked with immigration, including
legal and illegal immigrants, refugees and asylees.
Central Intelligence Agency name tracing of refugees
processed for admission to the U.S. is considered one of
these costs. A 1982 report to the Congress prepared by
James Giammo, Director, Office of Policy and Budget Policy,
Office of the U.S. Coordinator for Refugee Affairs in-
cluded such data for FY 1981 and FY 1982 (copy enclosed)
provided by your Office of General Counsel. I request,
therefore, that you notify me as soon as possible as to
the amount of costs incurred (or your best estimate) in
this area during FY 1984. If you are unable to assign
costs directly to refugee tracina. please provide me with
a pro rata amount based on refugees processed in
FY 1984.
