The Chairman of the Senate Energy and Natural Resources Carmittee and the
Chairman, Subcarmittee on Seapower and Strategic and Critical Materials, House
Armed Services Camnittee, have requested GAO to evaluate the methodology and
planning factors used in a recent National Security Council study on stockpile
planning. The Chairmen have also asked GAO to conpile the views of each federal
agency department or agency providing input to or canments on the study.
On September 10, 1985, the National Security Council provided a background
briefing on the various segments of the study. One of the segments, entitled
"Political Reliability", was presented by We were told that
the CIA was responsible for this segment. We would like to discuss CIA's input
