As you know, OTA is carrying out a major study of "Technology Transfer to China" at the request of two congressional committees. In conjunction with our research for that study, we would like to ask your assistance in arranging a meeting with analysts there working on China and/ or dual-use technology transfers. I have enclosed a draft statement of research questions dealing with the possible risks to US national security surrounding transfers of dual-use technologies to China. We would appreciate the opportunity to discuss it with analysts there. As you circulate it in advance of the meeting, you might note that we would particularly appreciate comments on: the substance.of the questions and the feasibility of the research; documents (classified and unclassified) dealing with the these issues; contractors competent to help us with the work. I should stress that this is just one component of a large study. I have enclosed a copy of the prospectus for the full study, and the Technical Memorandum on.Energy Technology Transfers to China published recently.
