Casey Director Central Intelligence Agency Washington, D.C. 20505 Dear Mr. Casey: HOUSE OFFICE BUILDING A4, I ? v^ PHONE 120:)4:e As you are no doubt aware, the Congress is nearing the end of the statutory 90-day review period for' consideration of the proposed Agreement for Nuclear Cooperation with the People's Republic of China. As Chairman of a subcommittee of the House Energy and Commerce Committee with oversight responsibilities in the area of nuclear energy policy and commerce, I have an abiding interest in nuclear trade issues, and in strengthening policies to prevent further proliferation of nuclear weapons. In view of these ongoing concerns of the subcommittee, and the persistent allegations of irresponsible PRC nuclear and military export activity, the Subcommittee would like to receive your agency' briefing on this matter as soon as possible. For this purpose, we have reserved Wednesday, November 13 from 11:00 a.m. - 12:00 p.m. for a members-only meeting of the subcommittee to receive this information. Please advise us promptly on whether it will be possible for the appropriate agency briefers to attend this closed meeting of the subcommittee. Your cooperation in assisting the deliberations of Members on this sensitive issue would be greatly appreciated. Sincerely, Edward J. Markey Chairman (~ cc: Charles A.
