SUBJECT: Briefing on Soviet Anti-Satellite Weapons for Alan
Safran Senate Arms Control Observer Group
1. On 3 May 1985, Alan Safran, press spokesman for the
recently created Senate Arms Control Observer Group
briefed on Soviet anti-satellite capabilities by
of the Office of Scientific and
Weapon Research, Space Systems Division. Mr. Safran reports to
Senator Ted Stevens (R., AL), Chairman of the Observers Group,
and has requested briefings throughout the Intelligence
Community on arms control issues. Mr. Safran holds a TS
clearance; his codeword clearance request is being processed.
The briefing took place in 1F81 from 1445 to 1600.
2. provided most of the briefing which was
based on set of vu-graphs that outlined Soviet
capabilities in t e anti-satellite area. The discussion
covered current activities and prospects in the 1990s;
3. Mr. Safran asked a number of questions of a technical
nature and sought an evaluation of the quality of information
available to government analysts. The briefers discussed, in a
general sense, how difficult it is to judge how the Soviets
will proceed with their anti-satellite effort, indicating they
could embark in many different directions.
4. Mr. Safran said that he is quite new to the ASAT topic
and may return for future briefings.
