Dornan (California) Today I talked to Ariel Weiss from the Speakers Office; Chief of Staff of HFAC, Jack Brady; Special Assistant to the Minority Leader, Bill Gavin; and, HFAC Minority Staff Director, Ev Bierman, concerning plans for the activities of this House Observer Team to the Arms Control talks in Geneva. This delegation was named by the majority and minority leadership and is not authorized by any particular House resolution. The action was taken by the House leadership as a result of the Senate Resolution which designated official observers to the Arms Control negotiations. At best, the situation can be described as confused. According to Ariel Weiss, the delegation is at the mercy of the Administration. At this point the leadership does not know what authority or access the observers will have. Weiss told me that the focal point for trying to sort out the details has switched from Oglesby of the White House to Ed Fox at the Department of State. Jack Brady said that as far as staff is concerned, if any will attend, the staffers will probably be drawn from the HFAC Subcommittee on International Security and Scientific Affairs. Brady said that No J. Spalatin would certainly attend if staffers were included with the delegation. Ev Bierman said that William J. Fite would probably accompany Broomfield on the trip.
