Dear Director Casey:
The Government Operations Committee has been involved in oversight
of the Federal Government's use of polygraph tests since the early
1960's. Recently, newspapers have contained partial accounts of
the Central Intelligence Agencies' use of polygraph tests in relation
to several espionage cases. That the Committee may be accurately
informed of their use in those cases, I request that an accounting of
each polygraph test be provided concerning Larry Wu-Tai Chin, Edmund L.
Howard, Sharon M. Scranage, and Mr. Yurchenko, the Russian national.
This information should include the number and dates of each polygraph
examination, their purpose and authority, the type of examination;
performed and their results. Where possible, copies of the actui
polygraph tracings with questions should be provided along with the
examiner notes and any other official or unofficial documentation.
Should the fulfillment of this request involve classified information,
arrangements can be made with the Committee for its proper handling.
