Release of NIC Information to HAC, Defense
SubCommittee
Jim Van Wagenen, TCO for HAC, Defense
SubCommittee asked to be put on regular
distribution for all NIC products.
ANSWER: We have no objections to the adding of the
HAC/Defense Subcommittee to the proposed distribution of NIC
products provided the release of ORCON material to the HAC,
Defense SubCommittee will follow the same principle currently
applied to the release of ORCON material to SSCI and HPSCI. This
principle is, that during the preparatory phase by the4 DDI,
material containing ORCON information will be reviewed by the DO
divisions and approval given for distribution to the HAC, Defense
SubCommittee
Since the release of ORCON material is not automatic, your
attention is called to the following guidelines:
a. "Depending on its sensitivity, Directorate
of Operations intelligence information to be released to the
committee(s) may be subject to special handling, e.g., to be read
and returned the same day, to be loaned for a period longer than
one day, to be restricted to members of the Committees to be
restricted to the committee chairman."
b. "Any denials of these requests, or
stipulations for special handling ... must have the written
endorsement of the division Chief Reports and Requirements
Officer. This written endorsement will state the reason for
denial or for the special handlin re uirements, and will be
submitted to Chief, EPS (via PCS who in consultation with
the DDO, will make the final determination.'1
