SUBJECT: Consumer Privacy Protection Act

1. Congresswoman Collins (D-Illinois) has introduced
legislation (H.R. 296) that would amend the Privacy Act. The
amendments would modify the definition of what is a "system of
records" and a "routine use" under the Privacy Act. The bill
also would create a Privacy Commission to study and make
recommendations regarding use and abuse of data on individuals
by private organizations. This Commission would be empowered
to request data from other federal agencies, but it is unclear
whether the Commission could force other federal agencies to
provide such data.
