Congressman Bennett (D-Florida) has introduced legislation (H.R. 255) that would subject citizens of the U.S to the jurisdiction of U.S district courts for certain crimes committed outside the U.S. The bill, which is attached, provides that any U.S. citizen serving with or accompanying the U.S Armed Forces overseas would be subject to arrest if he commits an offense against the laws of the foreign country in which he is physically present. 25X1 2.
