SUBJECT: Treasury Views Letter on H.R. 39 - Contact with
Office of Management and Budget (OMB)
1. On 29 April 1985, Hilda Schrieber, Legislative Analyst,
OMB, returned by call concerning the Agency's views on the
proposed Treasury views letter on H.R. 39. I summarized the
comments of the various Agency components as follows:
The Agency had no objection to the transmittal of
the letter. The Agency would prefer, however, that
the third and fourth paragraphs on page one of the
letter be deleted. Those paragraphs raised again
the matter of NSDD-84 and, in view of the strong
negative congressional reaction to that NSDD, the
Agency believed the letter would be better received
if no mention were made of it.
The Agency also wanted to eliminate the statement
that the bill would cause the Central Intelligence
Agency and the National Security Agency to withhold
information from the Secret Service as that statement
was not, in fact, correct.
