SUBJECT: Retirement Credit for Service at Unhealthful
Overseas Posts
REFERENCE: Memorandum from D/Personnel to D/Oll, dated
24 April, same subject.
1. Attached for your review and comment is a draft letter
to David Stockman, Director, OMB, requesting that he reconsider
the decision to drop a provision from the FY86 Intelligence
Authorization Bill that would provide CSRS participants with
the option to elect additional retirement credits in lieu of a
post differential for serving at an unhealthful overseas post.
This letter was drafted in response to the Director's decision
to formally transmit the Intelligence Authorization Bill to
Congress as approved by OMB on the condition that we appeal the
OMB decision to allow just CIARD particpants the option to
elect additional retirement credits for service at unhealthful
overseas posts.
2. The draft letter incorporates many of the arguments
contained in the referenced memorandum. The letter only makes
reference to Agency employees since it will be more difficult
to convince OMB that all. government employees serving at
unhealthful overseas post should be entitled to additional
retirement credits.
3. Since the intelligence committees are scheduled to
markup the Intelligence Authorization bill next week, it is
important that we have your comments by 28 April.
