This is in response to your legislative referral
memorandum asking for our views and comment on a legislative
proposal by the Department of Defense. This proposal,
denominated DOD 99-74, is to increase the "Uniform Allowance
for Certain Foreign National Employees of the Defense
Attache Offices Abroad",
In accordance with your request, we have reviewed DOD
99-74 and find no objection to it.' Furthermore, we note
that the Department of Defense has provided sound reasons
for its proposal and we concur in their views.
