SUBJECT: OPM and DoD Letters on H.R. 39
REFERENCE: OLL 85-1562/2, 12 June 1985
1. The OPM letter on H.R. 39 makes one important point: that polygraph
programs must be subject to high levels of training, expertise and regulation,
protected against abuse and error, and must guarantee the rights of those
subject to polygraph examinations. Ms. Cornelius's recitation of how OPM has
ensured those qualifications is impressive. Perhaps H.R. 39 would benefit
from provisions to continue those assurances.
2. The sixth paragraph of the OPM report is difficult to follow. Is Dr.
Cornelius opposed to expanding the use of the polygraph? Does she believe
classified information already is protected as much as possible without
polygraph? I cannot figure out why she opposes H.R. 39.
3. The DoD report on H.R. 39 seems to expound reasonable fixes to
accommodate legitimate DoD concerns. A
