Dear Mr. Frey:
Enclosed is a copy of a letter prepared in response to a
letter from Representative Peter Rodino, Chairman,` House
Judiciary Committee. The Rodino letter solicits the Agency's
views on H.R. 2361, the "Immigration Exclusion and Deportation
Amendments of 1985", a bill to amend the Immigration and
Nationality Act by changing the grounds for exclusion and
deportation of aliens.
The Agency's response indicates that the Agency has no
objection to the legislation but defers to the Departments of
State and Justice and the Immigration and Naturalization
Service because of their expertise in the areas addressed by
the Bill.

advise us as to whether or not there is an objection to its
transmittal.
